(b) To grant to applicant a permit if the moral <br /> ci~aracter of the applicant is not determined <br /> to be unsatisfactory as provided in (a) hereof. <br />Section 4. ~ppeal Procedure <br /> Any person aggrieved by any action of the Chief of <br /> Police taken pursuant to this ordina~ce shall have the <br /> right of appeal to the City Council. Such appeal shall <br /> be taken by filing with the City Clerk, '~'ithin fourtee~ <br /> days after notice of the action complained of has been <br /> received by such person, a statement settin.~: forth full <br /> the ~f. rounds of such appeal. The Council shall set a <br /> time and place for a hearing on such appeal and the <br /> City Clerk shall f~romptly give notice of such hearin~ <br /> to the appellant in writing and mailed, postage <br /> to the appellant ~t i'~is last kno~n address at least <br /> five days prior to the date set for such hearing. The <br /> decision and order of the, Council on such appeal shall <br /> be final and conclusive. <br />Section 5- Permit: Duration. .~ ~',ermit granted pursuant to this <br /> ordinance shall be valid for one year from the date of <br /> <br />Section 6.
