BACKGROUND <br /> The City routinely pays ValleyCare for required pre-employment medical exams and <br /> other occupational health services. Due to the COVID-19 pandemic, ValleyCare <br /> additionally provides for COVID-19 tests as part of those occupational health services. <br /> On March 16, 2020, a Shelter in Place order was put into place in Alameda County due <br /> to the rising cases of COVID-19. On July 1, 2020, the City required all employees to <br /> pass a COVID-19 test as part of the re-entry plan. In addition, employees experiencing <br /> COVID-19 symptoms and employees believing to have been exposed to COVID-19 are <br /> referred to ValleyCare for an assessment and COVID-19 testing as recommended. The <br /> City anticipates the need to continue to administer COVID-19 baseline testing as part of <br /> the pre-employment screening process and to continue to refer employees to <br /> occupational health for assessment and testing throughout this fiscal year. <br /> DISCUSSION <br /> The City has received exceptional occupational health services by ValleyCare <br /> Occupational Health, particularly during this pandemic. The current purchase order in <br /> the amount of$100,000 is now insufficient in addressing the impacts of COVID-19 <br /> throughout the remainder of this fiscal year.
