BACKGROUND
The City routinely pays ValleyCare for required pre-employment medical exams and
other occupational health services. Due to the COVID-19 pandemic, ValleyCare
additionally provides for COVID-19 tests as part of those occupational health services.
On March 16, 2020, a Shelter in Place order was put into place in Alameda County due
to the rising cases of COVID-19. On July 1, 2020, the City required all employees to
pass a COVID-19 test as part of the re-entry plan. In addition, employees experiencing
COVID-19 symptoms and employees believing to have been exposed to COVID-19 are
referred to ValleyCare for an assessment and COVID-19 testing as recommended. The
City anticipates the need to continue to administer COVID-19 baseline testing as part of
the pre-employment screening process and to continue to refer employees to
occupational health for assessment and testing throughout this fiscal year.
DISCUSSION
The City has received exceptional occupational health services by ValleyCare
Occupational Health, particularly during this pandemic. The current purchase order in
the amount of$100,000 is now insufficient in addressing the impacts of COVID-19
throughout the remainder of this fiscal year. This second purchase order in the amount
of$135,000 is expected to accommodate the need for continuing occupational health
services and testing through June 30, 2021.
Submitted by: Reviewed by: Approved by:
, ' i_x_6104u-/4,14,
Debra Gill Tina Olson Nelson Fialho
Director of Human Director of Finance City Manager
Resources and Labor
Relations
