BACKGROUND <br /> Under normal conditions City staffing fluctuates from approximately 200 to 450 <br /> temporary, part-time/seasonal employees throughout the year, with staffing levels <br /> peaking during summer. Due to COVID-19 these numbers have been significantly <br /> reduced because of the City's restricted programming. Currently, the City has <br /> approximately 50 active temporary employees. <br /> These employees work a typical schedule ranging from eight to 30 hours per week and <br /> generally do not qualify for benefits. The City sets salaries determined by the City <br /> Council as providing compensation necessary to attract qualified candidates able to <br /> perform the duties necessary to provide the numerous quality programs and services <br /> throughout the City. Most of the City's temporary, part-time/seasonal employees are in <br /> the Library and Recreation Department. <br /> DISCUSSION <br /> Wage adjustments for employees earning less than $14 per hour are necessary to <br /> accommodate the January 1, 2021 minimum wage increase from $13 per hour to $14 <br /> per hour. <br /> To conform with the mandated minimum wage increase the City will: <br /> • Eliminate the first step of the salary range —which is under$14 per hour—for the <br /> Library Page, Recreation Leader II, Preschool Aide, Lifeguard and Water Safety <br /> Instructor classifications. <br /> • Eliminate the first and second steps —which are under $14 per hour— of the <br /> salary range for the Apprentice/Intern classification. <br /> • Increase the starting hourly pay range for the Program Assistant and Clerical <br /> Assistant classifications from $13 per hour to $14 per hour. <br /> CONCLUSION <br /> This report reviews the recommended changes to the classifications and compensation <br /> structure for the City's temporary, part-time/seasonal employees.
