applicants who are able to benefit from the finite amount of DPA Program funds and <br /> have the opportunity to live in the Pleasanton community that they serve. <br /> It should be noted that the specific groups of workers eligible for the preference <br /> identified in staffs proposed program differs slightly from that of the Housing <br /> Commission's recommendation. Since staffs proposal is based on a previously <br /> adopted preference system for our Below Market Rate housing program that already <br /> addresses length of an applicant's residence, that part of the Housing Commission's <br /> recommendation was deemed duplicative. Staff also refined the list of qualifying <br /> employers to be more specific. <br /> The proposed specified occupational categories are defined in Exhibit A of the City <br /> Council Resolution (See Attachment 2) and include employees of Pleasanton Unified <br /> School District, City of Pleasanton, the Livermore-Pleasanton Fire Department, <br /> Alameda County, and employees of not-for-profit agencies providing social services to <br /> Pleasanton residents. <br /> City's Existing Preference System for Affordable Housing Projects <br /> Pleasanton currently has a preference system that is used for determining eligibility <br /> among prospective applicants for existing and future affordable housing units in both <br /> rental and homeownership projects assisted by the City. The 21-point Preference <br /> System was last modified by the City Council on January 15, 2002 (see Attachment 1; <br /> Resolution No. 02-012). <br /> The exiting criteria for preference categories and corresponding point allocations are as <br /> follows: <br /> 20 POINTS <br /> Household where at least one of the signators of the tenant lease or purchase <br /> agreement (and who is a member of the household) is a Pleasanton resident and a <br /> Pleasanton employee at the time of application and has continuously lived and worked <br /> in the City of Pleasanton for two years or more prior to the time of application. <br /> 18 POINTS <br /> Households where at least one of the signators of the tenant lease or purchase <br /> agreement (and who is a member of the household) is a Pleasanton resident and a <br /> Pleasanton employee at the time of application and has continuously lived and worked <br /> in the City of Pleasanton less than two years prior to the time of application. <br /> 16 POINTS <br /> Households where at least one of the signators of the tenant lease or purchase <br /> agreement (and who is a member of the household) is either a Pleasanton resident or a <br /> Pleasanton employee at the time of application and has continuously lived or worked in <br /> the City of Pleasanton for two years or more prior to the time of application. <br /> Page 3 of 5 <br />
