THE CITY OF <br /> PLANNING COMMISSION <br /> .. : -„ N.: ,. r " � ��� <br /> _pLEASANTONMEETING MINUTES <br /> _ <br /> APPROVED <br /> Wednesday, October 14, 2020 <br /> This meeting was conducted via teleconference in accordance with Governor Newsom's Executive <br /> Orders N-20-20 and N-35-20 and COVID-19 pandemic protocols. <br /> CALL TO ORDER, PLEDGE OF ALLEGIANCE, AND ROLL CALL <br /> The teleconference meeting of the Planning Commission of October 14, 2020 was called to <br /> order at 7:01 p.m. by Chair Ritter. <br /> The Pledge of Allegiance was led by Chair Ritter. <br /> Staff Members Present: Melinda Denis, Planning and Permit Center Manager; Julie <br /> Harryman, Assistant City Attorney; Jenny Soo, Associate Planner; <br /> Stefanie Ananthan, Recording Secretary <br /> Commissioners Present: Commissioners Nancy Allen, Jack Balch, Justin Brown, Greg <br /> O'Connor, and Chair Herb Ritter <br /> Commissioners Absent: Commissioner Brandon Pace <br /> AGENDA AMENDMENTS <br /> There were no agenda amendments. <br /> CONSENT CALENDAR - Consent Calendar items are considered routine and will be enacted by one <br /> motion unless a request for removal for discussion or explanation is received from the Planning <br /> Commission or a member of the public by submitting a speaker card for that item. <br /> 1. Actions of the City Council <br /> 2. Actions of the Zoning Administrator <br /> 3. Approve the meeting minutes of September 23, 2020 <br /> 4. P20-0740 and P20-0741, Florence Chau/Crosspoint Chinese Church of Silicon Valley, <br /> 5627 Gibraltar Drive - Applications for Conditional Use Permit to operate a preschool and <br /> Design Review to construct an outdoor playground and associated site modifications for the <br /> proposed preschool. Zoning for this project is PUD-I/C-O: Planned Unit Development— <br /> Industrial/Commercial — Office District. <br /> Planning Commission Minutes Page 1 of 4 October 14, 2020 <br /> comment submitted earlier in the day, but rather individually considering the Walnut Hills <br /> neighborhood and other PUDs as requests such this are submitted. <br /> Commissioner Allen asked about the hierarchy of laws. Ms. Harryman stated state law would <br /> take precedence over specific conditions in a PUD if they were not consistent with the law. <br /> Speaker Alok Damireddy suggested the PMC be modified to allow ADUs above detached <br /> garages in all PUDs. <br /> THE PUBLIC HEARING WAS CLOSED <br /> Ms. Harryman clarified that CC&Rs prohibiting ADUs were no longer allowed by state law. <br /> Commissioner Allen moved to adopt a resolution recommending approval of Case <br /> P20-0412 to the City Council with the proposed amendments shown in Exhibit A. <br /> Commissioner Balch seconded the motion. <br /> Planning Commission Minutes Page 6 of 7 October 28, 2020 <br />impression that leaving it on <br /> the office was acceptable as Stanley Boulevard was more of a commercial street. He <br /> apologized for any misconception when discussing the colors with Commissioner Allen. He <br /> stated there were exceptions to everything, including the orange on the building, but clarified <br /> many of the examples Commissioner Allen provided without orange on the buildings were in <br /> many cases 20 years old and had since been rebranded with large orange stripes on the top or <br /> they were acquisitions of buildings that may have been brick or another material.
