Creek and Lafayette. She is encouraged to hear Chief Swing commit that the CAB would have a <br /> representative cross-section of the community. She expressed support for reviewing some of the action <br /> steps in the 21st Century Policing Report and having the City Council serve as the oversight body. <br /> Councilmember Narum reported there are three new pieces of legislation that are impacting law <br /> enforcement and the impact will need to be determined as it could supersede anything being <br /> discussed. She expressed support for the motion as stated. <br /> Councilmember Testa expressed frustration that she is unable to review citizen complaints. Mayor <br /> Thorne advised this is the problem City Council oversight is looking to solve. She noted the model for <br /> the advisory board does not include civilian complaints. <br /> In response to Mayor Throne's inquiry, City Manager Fialho reported the decision point for City Council <br /> is to elevate the discussion of City Council in its oversight functions of the police department. He noted <br /> the roles and responsibilities of the oversight function will need to be defined in the future and will <br /> include what type of reports are permitted to be given under state law. <br /> Councilmember Pentin commented there has been much discussion regarding the importance of <br /> independence and oversight and believes City Council is making the right recommendation with the <br /> motion. <br /> MOTION: It was m/s by Pentin/Brown to accept staff's recommendation to accept the Pleasanton <br /> Police Department's Advancing 21st Century Policing Status Update 2020 Report, to establish the <br /> Chief's Advisory Board to advise the Chief of Police on matters of public safety, and to require a twice <br /> per year community policing and department update to the City Council.
