He supports the formation of a CAB and looks forward to seeing PPD <br /> implement the recommendations brought forth on 21st Century Policing. He motioned to accept staff's <br /> recommendation to accept the Pleasanton Police Department's Advancing 21st Century Policing Status <br /> Update 2020 Report, to establish the Chief's Advisory Board to advise the Chief of Police on matters of <br /> public safety, and to require a twice per year community policing and department update to the City <br /> Council. <br /> Councilmember Brown expressed her desire to break up the motion as she feels these are two very <br /> separate items. She offered a second for accepting the staff's recommendation to accept the <br /> Pleasanton Police Department's Advancing 21st Century Policing Status Update 2020 Report. She <br /> would like to see the motion include having a more involved City Council in the oversight piece. <br /> Councilmember Pentin advised he intended to have a more involved City Council and noted City <br /> Council can increase the frequency of updates as it sees fit. <br /> Councilmember Brown clarified City Council has not weighed in on a single item in eight-years as a City <br /> Council oversight body. She clarified if she seconds the motion and City Council will be held <br /> accountable as the oversight to the Police Department then City Council must be the checks and <br /> balances over PPD. <br /> Councilmember Brown expressed support for PPD and wants the public to understand she supports <br /> City Council being the advisory board for the police department but noted it needs to be effective. <br /> In response to Mayor Thorne's inquiry, Councilmember Brown clarified Councilmember Pentin <br /> motioned to include updates from the Advisory Board and the Chief at least twice a year but noted <br /> nothing has been brought in front of City Council. Mayor Thorne noted the Police Department Annual <br /> Report is reviewed by City Council but agreed no incidents have ever come before City Council. <br /> Councilmember Brown noted if the City Council is looking for citizen oversight, she does not think it <br /> should be the public documents that are in the report and wants something more interactive. <br /> Councilmember Testa expressed strong support for the PPD and noted she would never support <br /> anything that puts officers at risk. She supports equipment to keep the officers safe in addition to <br /> training that benefits them and Pleasanton residents. She noted there has never been any indication <br /> from the City Council of defunding the police department. She noted concerns stem from three critical <br /> incidents in four years in Pleasanton and City Council should be diligent to ensure another fatality does <br /> not occur. <br /> Councilmember Testa commented there has never been any police oversight on the part of the City <br /> Council and expressed concern that Councilmember Pentin is only willing to discuss body cameras and <br /> tasers because of social pressure and his campaign. She commented the best model to avoid political <br /> maneuvering and maliciousness is the IPA because it is a law enforcement background agency that <br /> looks at things from a law enforcement perspective. She noted the CAB does not provide any <br /> opportunity to look at citizens' complaints. She advised she cannot support the motion and would have <br /> appreciated division of the motion so she could support the report. She requested staff review <br /> Recommendations 4.4.2 and 4.4.3 for correction and supports not approving the report until it has been <br /> reviewed. She believes the CAB does not meet the criteria of independent oversight. <br /> Councilmember Pentin recapped his motion for Councilmember Narum and noted it was to accept <br /> staff's recommendation. <br /> Councilmember Narum expressed support for the motion. She noted she did not hear any justification <br /> for a police commission or an IPA.
