CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> SEPTEMBER 1, 2020 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Orders N-25-20 COVID-19 pandemic protocols. <br /> Mayor Thorne called the teleconferenced regular meeting of the City Council from various remote <br /> locations to order at the hour of 7:00 p.m. Councilmember Testa led the Pledge of Allegiance and <br /> provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Pentin, Testa, Narum, Mayor Thorne <br /> Absent: None <br /> AGENDA AMENDMENTS - None <br /> CONSENT CALENDAR <br /> Mayor Thorne opened the public hearing. There being no speaker, the hearing was closed. <br /> Councilmember Testa requested a misinterpretation of a statement be removed and the minutes <br /> amended. City Manager Fialho noted the minutes will be amended to reflect her statement. <br /> City Manager <br /> 1. Approved minutes of February 18, 2020 <br /> Community Development <br /> 2. Actions of the Zoning Administrator <br /> Engineering <br /> 3. Approved plans and specifications, reviewed bids, and authorized City Manager to award and <br /> execute a construction contract with Silicon Valley Paving, Inc. in the amount of $281,172 for the <br /> Annual Court Resurfacing - Orloff and Kottinger Village Parks Project, CIP No. 21744; authorized <br /> Director of Engineering to approve and execute any required contract change order(s) for a not- <br /> to-exceed amount of $28,000 <br /> 4. Accepted public improvements performed by Goodland Landscape Construction, Inc. for the <br /> Concession Stand No. 2 at Ken Mercer Sports Park Project, CIP No. 17747; authorized the <br /> release of the retention in the amount of $22,260.85 to Goodland Landscape Construction, Inc. <br /> and the transfer of unused project balance of $54,889 to the Capital Improvement Program <br /> General Fund Reserve; authorized City Clerk to file a notice of completion <br /> Finance <br /> 5. Approved and authorized City Manager to execute first amendment to agreement with Raftelis <br /> Financial Consultant, Inc. by $30,700 to an amount not-to-exceed $139.400 for water and sewer <br /> consulting services; modified contract for up to $13,490 of the contract amount to account for any <br /> unforseen service needs <br />
