The intent will be to provide a seamless transition of service. <br /> The anticipated first day of service provided by Black Tie Transportation is February 1, <br /> 2021. <br /> Additionally, but not tied to this Operator Agreement, is the first recommendation from <br /> the Mobility Forward: Tri-Valley Paratransit Study Final Report— Transfer ADA services <br /> from Pleasanton to LAVTA. This action would transfer current PPS ADA transports to <br /> LAVTA. City and LAVTA staff have discussed the transfer and LAVTA has verbally <br /> agreed to taking over PPS current ADA transports. As previously mentioned, LAVTA is <br /> the current mandated provider for ADA transports in the Tri-Valley, while PPS has <br /> offered the service in duplication to LAVTA. City and LAVTA staff will continue <br /> addressing logistics and terms of this transfer if the City Council awards the Operator <br /> Agreement to Black Tie Transportation. <br /> Proposed as part of this Operator Agreement is a three-year contingency, not to exceed <br /> amount of$179,280. This contingency will be used based on assessment of need for <br /> adjustments which would be tied to monthly reporting procedures. For example, if Black <br /> Tie Transportation exceeds estimated one-way ride targets and this triggers a need for <br /> an additional vehicle and associated staffing, the contingency could be utilized to fund <br /> these enhancements. <br /> Staff is requesting the City Council award and Operator Agreement to Black Tie <br /> Transportation to assume management and day-to-day operations of PPS. <br /> Next Steps: <br /> Finalize Operator Agreement <br /> Execute a plan for service transition <br /> Target a service start date of February 1, 2021 <br /> Submitted by: Fisc I Review: Approved by: <br /> Heidi Murphy Tina Olson Nelson Fialho <br /> Director of Library and Recreation Director of Finance City Manager <br /> Attachments: <br /> 1.
