BACKGROUND <br /> The Per Capita Program originates from Proposition 68, placed on the ballot via Senate <br /> Bill 5 and approved by voters on June 5, 2018. Funds are provided for two programs as <br /> described below: <br /> General Per Capita Program: City of Pleasanton allocation $177,952 <br /> Funds are available for local park rehabilitation, creation, and improvement grants to <br /> local governments on a per capita basis. Recipients are encouraged to utilize the <br /> awards to rehabilitate existing infrastructure and to address park deficiencies in <br /> neighborhoods. <br /> Urban County Per Capita Program: City of Pleasanton allocation $49,195 <br /> Additional funds are available for Per Capita grants to cities and districts in urbanized <br /> counties providing park and recreation services within jurisdictions of 200,000 or less in <br /> population. <br /> Eligible projects must involve capital outlay, either for acquisition or development of <br /> recreational facilities. Projects not serving a "severely disadvantaged community" <br /> (median household income less than 60% of the statewide average) require a 20% <br /> match. <br /> On September 1, 2020, the City Council approved policy direction to begin the planning <br /> process for an all-abilities playground at Ken Mercer Sports Park. Staff held final <br /> interviews with design firms on November 30 and will be bringing forward a contract <br /> with the selected design firm in the coming new year. <br /> DISCUSSION <br /> The Per Capita Program states the following must be met to receive the allocated <br /> funding: <br /> • The project must be completed by June 30, 2024 <br /> • A resolution from the City Council approving the application must be adopted by <br /> December 31, 2020 <br /> • Application packets must be submitted by June 30, 2021. <br /> The projected cost of an all-abilities playground is $4-$5 million. Funds from both the <br /> General Per Capita Program and the Urban County Per Capita Program will help fund <br /> the project. The contracted design firm will assist with completion of the Per Capita and <br /> Urban County Per Capita application process and help identify additional funding <br /> mechanisms for the project, such as grants and fundraising opportunities for this type of <br /> playground. <br /> Page 2 of 3 <br />
