BACKGROUND <br /> The City of Pleasanton is dedicated to providing efficient and coordinated response to <br /> any emergency or disaster and/or unusual occurrences that could threaten the well- <br /> being and health of residents and visitors to the Pleasanton community. Disaster <br /> coordination and management involves all affected City departments and any other <br /> related city, county, state, federal, private sector or non-profit agencies that can assist in <br /> providing resources and recovery related to disaster preparedness. These occurrences <br /> include, but are not limited to earthquakes, landslides, fires, floods, terrorism, nuclear <br /> incidents, hazardous material incidents, disease outbreak, civil disturbance, criminal <br /> mass-casualty incidents, or any other emergency requiring a coordinated, multi-agency <br /> response. <br /> DISCUSSION <br /> California Education Code §32282 Interagency School Safety Demonstration Act of <br /> 1985 encourages school districts to "[e]stablish a procedure to allow a public agency, <br /> including the American Red Cross, to use school buildings, grounds, and equipment for <br /> mass care and welfare shelters during disasters or other emergencies affecting the <br /> public health and welfare. The school district or county office of education shall <br /> cooperate with the public agency in furnishing and maintaining the services as the <br /> school district or county office of education may deem necessary to meet the needs of <br /> the community." <br /> This MOU and Agreement identify Amador Valley Community Park, the Pleasanton <br /> Senior Center, and the Veterans Memorial building from the City as well as the three <br /> high schools and three middle schools within the Pleasanton Unified School District for <br /> potential mass care and welfare shelters in the event of a disaster or emergency. <br /> To utilize the facilities of the Pleasanton Unified School District for emergency and <br /> disaster related activities, a memorandum of understanding is required (Attachment 1); <br /> and a contractual relationship is required to utilize the resources of the American Red <br /> Cross during a local or regional disaster (Attachment 2). Given recent history with fires, <br /> public safety power shut offs, extremely high temperatures, wind events, hazardous air <br /> quality and restrictions related to a pandemic, it has become apparent that formalized <br /> agreements for disaster preparedness are important for the safety of our community. <br /> Submitted by: Fis I eview: Approve by: <br /> Heidi Mu y Tina Olson Nelson Fialho <br /> Director of Library and Recreation Director of Finance City Manager <br /> Attachments: <br /> 1.
