CITY COUNCIL AGENDA REPORT <br /> December 1 , 2020 <br /> Economic Development <br /> TITLE: ADOPT A RESOLUTION LEVYING THE DOWNTOWN PLEASANTON <br /> BUSINESS IMPROVEMENT DISTRICT ASSESSMENT FOR 2021 <br /> SUMMARY <br /> The Downtown Pleasanton Business Improvement District Advisory Board's 2020 <br /> annual report and 2021 budget were presented to and approved by the City Council on <br /> November 17, 2020. The Council is now asked to hold a public hearing and consider <br /> adoption of a resolution levying the Downtown Pleasanton Business Improvement <br /> District assessment for 2021. <br /> RECOMMENDATION <br /> Staff recommends the City Council hold a public hearing and adopt a resolution levying <br /> the Downtown Pleasanton Business Improvement District assessment for 2021 . <br /> FINANCIAL STATEMENT <br /> The current agreement between the Pleasanton Downtown Association, as manager of <br /> the Downtown Pleasanton Business Improvement District, and the City requires the City <br /> to match the annual assessments paid by businesses in the business improvement <br /> district. In 2020, the City match from the General Fund will be approximately $75,000. <br /> Given the imposed COVID-19 restrictions on business operations for certain sectors, <br /> gross receipts are expected to be decreased thus affecting the annual assessment <br /> revenue for 2021. The PDA's provisional 2021 budget is built on an estimated $65,000 <br /> for the annual assessment; the City's match is included in the City's current budget. <br /> In addition to the direct City contribution, the City provides a significant amount in <br /> indirect funding which includes staff time to administer the PDA assessments and <br /> contract, assistance and support for events and business initiatives, as well as the cost <br /> to maintain downtown planters, cleaning sidewalks, and garbage pickup. <br />
