BACKGROUND <br /> The State of California Beverage Container Recycling and Litter Reduction Act applies a <br /> CRV tax on beverages to encourage recycling and litter reduction. A portion of that tax <br /> is available to cities and counties that want to partner with the State in maintaining its 80 <br /> percent recycling rate for all CRV beverage containers. <br /> Funds are calculated by CalRecycle with each city being eligible for a minimum of <br /> $5,000 or an amount based on a per capita basis, whichever is greater. The CalRecycle <br /> funding cycle, titled FY 2020/21 commences in April 2021 and concludes in March 1, <br /> 2023. Payments to cities will be dispersed in June/July 2021 and cities will have until <br /> March 1, 2023 to spend the funds. <br /> Eligible activities include: <br /> • New or existing curbside recycling programs <br /> • Neighborhood drop-off recycling programs <br /> • Public education promoting recycling programs <br /> • Litter prevention and clean up where the waste stream includes beverage <br /> containers that will be recycled. <br /> • Cooperative regional efforts among two or more cities or counties, or both <br /> • Other beverage container recycling programs <br /> • Supporting AB 341 Mandatory Commercial Recycling requirements <br /> o Infrastructure for businesses to recycle beverage containers <br /> o Support for new or existing beverage container recycling programs for <br /> multi-family residential dwellings. <br /> o Public education and outreach that includes a beverage container <br /> recycling component. <br /> DISCUSSION <br /> If funding is awarded, City staff intends to promote recycling programs through public <br /> education in partnership with the Go Green lnitiaitive's Local Leaders of the 21st Century <br /> Clubs at Amador and Foothill Highschools. Students will create an online academy for <br /> Pleasanton residents and business that will have on demand content including short <br /> "how to" videos as well as longer workshop style content.
