In response to Councilmember Brown's inquiry, Lieutenant Brandon Stocking explained many different <br /> terminologies are originating from many places nationally. However, he said people most referred to the <br /> carotid restraint. He explained police training does not recommend the closing of the trachea as done in <br /> the chokehold or stranglehold. He further explained the carotid restraint restrains the artery in the neck <br /> and cuts the blood supply instead of the air supply. <br /> In response to Councilmember Narum's inquiry, City Manager Fialho reported money in the current <br /> budget has been allocated. He advised staff could find resources to fund the Alternate Mental Health <br /> Response Program but would require some policy decisions by the City Council regarding tradeoffs <br /> within the entire budget. While not impossible, he advised it would require a public discussion <br /> depending on the scope of the program. <br /> In response to Councilmember Narum's inquiry, Chief Swing reported he and Captain Craig Eicher are <br /> meeting with Behavioral Health and ValleyCare in Alameda County on August 24th to discuss Alameda <br /> County Community Assessment and Transport Team (CATT). He also advised preliminary <br /> conversation has taken place with Dublin Police Chief Garrett Holmes and the Alameda County <br /> Sherriff's Office and believes a partnership will negatively impact response times. Lastly, he noted there <br /> will be information regarding tasers on the PPD website. <br /> In response to Councilmember Narum's inquiry, Chief Swing clarified Section 6 of the presentation <br /> states that the supervisors are recommended to respond but the practice is that they respond unless <br /> there is something that prevents them from responding. His recommendation is to align the policy with <br /> the practice. <br /> In response to Councilmember Narum's inquiry, Pleasanton Police Officers Association (PPOA) <br /> President, Sergeant Nick Albert reported officers are confident in the recommendations and supportive <br /> of them. He noted they also support the recommendations of Lexipol for best practices. <br /> Councilmember Narum commented it is important that Pleasanton police officers feel safe. <br /> In response to Councilmember Pentin's inquiries, Chief Swing reported they have evaluated their <br /> training to consider adding in-house instruction to strengthen the departmental knowledge base and <br /> currently do this with motorcycle training. However, due to class size and length of some of the <br /> sessions, he advised it would not be practical for PPD to host sessions. He also advised there has <br /> been additional training done in-house to supplement the extended 40-hour POST courses. <br /> In response to Councilmember Pentin's inquiries, Chief Swing believes there could be a conflict by not <br /> having someone embedded in Pleasanton. He commented that having a Pleasanton-specific model is a <br /> great starting place to evaluate the logistics of having an officer and a mental health professional <br /> responding from different locations. He also advised the determination of who responds to a call would <br /> be a factor when they review programs and they would consider data from other communities along <br /> with their base of Pleasanton knowledge, to create a pilot program for evaluation. <br /> In response to Councilmember Pentin's inquiry, Chief Swing clarified the policy regarding the use of the <br /> carotid hold informs officers it is not authorized which is the same as being suspended. He noted any <br /> change to the policy would only come after further review. <br /> In response to Councilmember Pentin's inquiry, Chief Swing does not foresee changing "should" to <br /> "shall" in PPD policies as law enforcement is a dynamic business requiring split-second decisions so <br /> there needs to be an opportunity for discretion and decision making. <br /> In response to Councilmember Testa's inquiry, Captain Cox said the D.A.R.E. officers work closely with <br /> the teachers to collaborate on the curriculum and some redundancy may not be bad.
