City Manager Fialho reported the PPD use of force policies will be discussed on August 20th and the 21st Century Policing Report will be discussed on September 17th. He noted the meeting on 21st Century policing will include a status report on the department's implementation of the Six Pillars identified in the President's Task Force on 21st Century Policing. He noted a dedicated website will be established and will include information such as upcoming meetings, department data reports, policies, and other relevant information. City Manager Fialho reported the final step in the process will be to have City Council consider near- term and long-term policy goals for Pleasanton. These include allocation or reallocation of City financial resources to address community concerns, training and development, new community programs and initiatives to enhance partnership, and possible expansion of civilian staffing resource to address a crisis response in the areas of mental health and homelessness. He noted the more realistic efforts would be addressed through subsequent actions of the City Council, including the adoption of the City's amended Work Plan for calendar years 2020 and 2021 as well as amendments to the City's operating and capital budgets which could happen during the Mid-Year Budget update. He reported staff's recommendation is for City Council to review and consider the adoption of the 3-Step Action Plan, including the proposed timeline for completion. Councilmember Brown commented on recently circulated emails and clarified City Council has never advocated for a full or partial defunding of the Pleasanton Police Department. She noted any decisions would be made after all the information has been received. She commented she has had great experiences with Pleasanton police officers before and after her election and continues to be impressed with their knowledge, extensive training, and professionalism. She encouraged residents who hear lies or falsehoods to contact her through the City's website. Councilmember Testa expressed her disappointment that untrue comments are circulating within the community. Councilmember Pentin read a record into the statement from Tish Niehans who could not attend the meeting and expressed support for the PPD. In response to Councilmember Narum's inquiry, City Manager Fialho reported policies exist in the Memorandum of Understanding, Citywide Personnel Rules and Regulations, and internal Police Department policies. He noted there has not been a review of police policies in the 24 years he has been with the City of Pleasanton. Police Chief David Swing reported a regular review of police policies with Lexipol, the City's provider of the policy manual. He noted PPD will be doing a deeper dive into the policy manual to ensure practices are in-line with policies that are in place. Police Captain Craig Eicher explained that when Lexipol delivers a policy they outline what is required for federal and state law and what items in the policy are best practice. He reported PPD has all revisions of its policy dating back to the 1980s before moving to Lexipol. Lastly, he noted all policies are uploaded onto their website once implemented. In response to Councilmember Narum's inquiry, City Manager Fialho reported the Community Report Card surveys are run every other year during a non-election year and the next is scheduled to occur in 2021. He noted police approvals for years when the survey is completed have been in the 92% to 97% approval range. In response to Councilmember Pentin's inquiry, Police Chief Swing reported he temporarily suspended the use of the carotid restraint hold and police officers are aware it is no longer authorized for use.
