THE CITY OF 19 <br /> i <br /> "'�"" -' r „_..,,w "" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> November 17, 2020 <br /> Community Development <br /> Planning Division <br /> TITLE: PROVIDE CLIMATE ACTION PLAN 2.0 POLICY DIRECTION <br /> REGARDING THE GREENHOUSE GAS EMISSION REDUCTION <br /> TARGET PATHWAY, VISION, GUIDING PRINCIPLES, CO-BENEFITS, <br /> AND ACTION SELECTION CRITERIA <br /> SUMMARY <br /> The Climate Action Plan Update (CAP 2.0) has been underway since the start of 2020. <br /> The Committee on Energy and Environment (Committee) has been reviewing <br /> background documents and providing direction on various elements of the CAP 2.0. A <br /> number of these elements will guide the next steps of the CAP 2.0 process. As such, <br /> staff is providing an update to the City Council of the Committee's direction to date and <br /> is requesting policy direction from the Council on the preferred greenhouse gas (GHG) <br /> emission reduction target pathway, vision, guiding principles, co-benefits, and action <br /> selection criteria, as recommended by the Committee to date. <br /> RECOMMENDATION <br /> Provide policy direction to staff and the Committee on five CAP 2.0 topics. Staff <br /> recommends the City Council affirm the Committee's recommendation. <br /> FISCAL IMPACT <br /> There is no financial impact anticipated as a result of this direction at this time. The next <br /> phases of the project will include, among other elements, recommendations on a <br /> preferred suite of actions the City may take towards meeting GHG emission reduction <br /> targets, some of which may result in costs to the City. The City Council will have the <br /> opportunity to evaluate the various actions, including their relative costs and benefits, as <br /> part of that forthcoming phase of work. <br />
