18 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON_ <br /> November 17, 2020 <br /> City Manager <br /> Housing Division <br /> TITLE: APPROVAL OF MODIFICATION TO THE EMERGENCY RENTAL <br /> ASSISTANCE PROGRAM FOR RENTERS AFFECTED BY THE COVID-19 <br /> PANDEMIC TO ALLOW APPLICANTS TO BE ELIGIBLE TO RECEIVE A 2N0 <br /> MONTH OF RENTAL ASSISTANCE <br /> SUMMARY <br /> This report describes a proposal to modify the Emergency Rental Assistance Program <br /> (ERAP), which has been assisting renters affected by COVID-19 pandemic, to allow <br /> applicants to be eligible to receive a second month of the rental assistance. <br /> RECOMMENDATION <br /> It is recommended the City Council approve the proposed modification to the <br /> Emergency Rental Assistance Program for renters affected by the COVID-19 pandemic <br /> to allow applicants to be eligible to receive a second month of rental assistance. <br /> It is also recommended that the City Manager be authorized to commit additional <br /> funding up to $200,000 from the Lower Income Housing Fund to the program should <br /> staff determine that there is still a need for such assistance once the original funding <br /> and additional $150,000 CDBG COVID funds have been expended. <br /> FINANCIAL STATEMENT <br /> There is still a $151,632 remaining balance, as of October 30, 2020, from the original <br /> $500,000 approved program budget. An additional $150,000 from the third round of <br /> federal Community Development Block Grant (CDBG) COVID funds that have been <br /> allocated to the City to address impacts of the coronavirus is also proposed to <br /> supplement the remaining ERAP program budget. Approval of authorization of the City <br /> Manager to supplement the program up to $200,000 would reduce the Lower Income <br /> Housing Fund (LIHF) by that amount. <br />
