BACKGROUND
The Police Department's patrol fleet consists of twenty-seven Ford Police Utility
Interceptors. The pursuit-rated Utility Interceptors provides safety benefits, comfort and
functionality that is sometimes limited by other patrol vehicle types. Based on feedback
received from police personnel, the Utility Interceptors are considered the industry
standard and the best choice for a patrol vehicle for Pleasanton.
Due to the operational use of the patrol vehicles and warranty periods, a four-year life
cycle has been determined for replacement. Patrol vehicles operate with frequent stop
and go, long periods of idling, and high speeds that creates significant wear and tear on
the vehicles increasing the cost of maintenance.
The conversion of the Youth and Community Services van will allow more flexibility to
the police operations. To meet operational changes, the Youth and Community Services
van (unit#434)will be converted into a Ford Utility Inceptor to be used for community
events or patrol as required. This change will also help minimize shared use of the
patrol vehicles as an additional COVID-19 protection measure.
DISCUSSION
The patrol vehicles scheduled to be replaced this fiscal year are either approaching their
four-year and/or 100,000-mile warranty expiration or have exceeded maintenance costs
thresholds. The total maintenance cost(excluding fuel)for the patrol vehicles scheduled
to be replaced is $123,614. Below is a table of the patrol vehicles scheduled to be
replaced with the model year, mileage, and maintenance costs. Mileage at replacement
time will be higher since it takes aboutfourto six months to receive and outfit the
vehicles.
Replacement Schedule for FY 2020/21
Vehicle# Model Year Vehicle Type Mileage Maintenance
Cost
404 2015 Patrol SUV 65,793 $20,799
481 2015 Patrol SUV 51,685 $12,447
482 2014 Patrol SUV (K9) 59,744 $18,897
484 2014 Patrol SUV (K9) 73,474 $19,363
485 2015 Patrol SUV 66,522 $13,052
486 2015 Patrol SUV (K9) 51,082 $21,289
*434 2001 YCSU Van 45,316 $17,767
*Vehicle Type change due to operational needs
TOTAL MAINTENANCE COST $123,614
Out of the seven vehicles that need to be replaced, three of vehicles are K9 units, which
require additional outfitting. The actual cost of each Ford Police Utility Interceptor is
$43,388.22 (CA tire fee and tax included). The outfitting cost for each K9 patrol vehicle
is $20,715.16 and for the regular patrol vehicle is $16,421.20 (tax, strip out, and install
included).
