BACKGROUND <br /> In 2019, the City updated their Trails Master Plan (TMP). During the outreach process <br /> for the TMP, Pleasanton's mountain-biking residents requested that a mountain bike <br /> trail be constructed at Augustin Bernal Park. The trail is intended to avoid conflicts <br /> between hikers and mountain bikers since the bikers go downhill at higher speeds. This <br /> idea was supported by the bikers and the hikers throughout the outreach process for the <br /> TMP. <br /> The project was prioritized during the 2019/20 CIP funding process and money was set <br /> aside to design and build the project. The budget for the project was established at <br /> $130,000. <br /> In summer 2019, City staff reached out to mountain bikers, designers, and other <br /> agencies that had experience with trail construction, such as the East Bay Regional <br /> Park District (EBRPD), to determine trail construction options. EBRPD recommended <br /> Action Sports Construction (ASC) as a potential design and construction option. Staff <br /> reached out to ASC in November 2019 to confirm that they were interested in the <br /> Augustin Bernal Downhill-Only Mountain Bike Trail at Augustin Bernal Park Project and <br /> obtained a proposal for the design and construction of the trail. Additionally, staff <br /> advertised an RFQ for environmental services for the trail in eary 2020. The City's <br /> selection committee ranked Dudek highest among the interviewed environmental firms. <br /> City Council approved the contracts with ASC for design and construction services and <br /> Dudek for environmental services on August 4, 2020. After City Council awarded the <br /> contracts, ASC informed City Staff that they were unable to obtain the required <br /> insurance under the terms of the contract, so staff has evaluated other options to <br /> complete this unique project. <br /> Through the selection process for the environmental services, it was learned that Dudek <br /> also has experience designing mountain bike trails. At this time, staff is recommending <br /> that the project approach be revised. Instead of having the trail designed and <br /> constructed by ASC, with Dudek performing only environmental services, staff is <br /> proposing that Dudek design the trail and perform the environmental services. The <br /> construction of the project will then be competitively bid. Staff believes this will be the <br /> most efficient and expeditious way of moving forward as Dudek is already familiar with <br /> the project. <br /> The current contracted environmental services with Dudek are $45,810, and the <br /> contract amendment for trail design services is $22,680, for a total contract amount of <br /> $68,490. With the environmental and design services, and advertising costs, there is <br /> $61,180 remaining for bidding and construction. At the outset of the project, City staff <br /> expected design and environmental services to be more significant than construction <br /> costs due to the unique nature of the project. This was underscored by the trail <br /> construction costs as initially proposed by ASC. Therefore, City staff believes the <br /> remaining budget will be sufficient for bidding and constructing the project. <br /> Page 2 of 3 <br />
