2. During the design, record drawings identified a two-inch asphalt wearing surface <br /> on the Santa Rita Road bridge deck. As stated previously, this asphalt was to be <br /> removed and the deck treated with methacrylate compound to seal the concrete <br /> to prevent water intrusion into the bridge deck. During the removal of the asphalt, <br /> two lanes of the bridge were found to have up to nine more inches of asphalt than <br /> expected. This was due to a change in the slope of the concrete bridge deck. The <br /> additional asphalt had to be removed down to the concrete deck to perform the <br /> methacrylate crack sealing. Now it will need to be replaced to restore the driving <br /> surface. The placement of the additional asphalt is under negotiations and has an <br /> estimated cost of at $30,000. <br /> Budget <br /> The total project cost, which includes design and additional work, is $2,044,763, with a <br /> total funding of $1,856,763, leaving a project shortfall of $188,000 as summarized in <br /> Attachment 1. Most of the funding for the project comes from a reimbursable federal <br /> grant totaling $1,377,340. The City will apply for an additional $100,340 of grant funding <br /> to cover additional participating change order work and increases in bid prices. The City <br /> is required to have a local match of 11.47 percent for all participating work. The local <br /> fund match is met through the programed local funds in the CIP program and, <br /> additionally, with Bridge Approach Roadway Repairs funding. <br /> Staff recommends transferring $32,822 from the Bridge Approach Roadway Repairs, <br /> CIP No. 15524, to cover the project shortfall and provide the additional local match <br /> funding. In addition, staff recommends transferring $54,838 from Santa Rita <br /> Road/Hopyard Road Piping Improvements, CIP No. 18128, to fund the non-participating <br /> watermain work. <br /> Schedule <br /> The proposed work at the bridges, apart from the Santa Rita Road bridge at the Arroyo <br /> Mocho, is nearly completed. All the work within the channels has been completed in <br /> conformance with the approved environmental permits. At Santa Rita Road, the <br /> waterline is nearly complete.
