Approved plans, reviewed proposals and authorized City Manager to award a construction <br /> contract to Goodfellow Bros., LLC, Inc. in the amount of $232,072 for urgent roadway repairs on <br /> West Las Positas Boulevard, between Hacienda Drive and Stoneridge Drive, for the West Las <br /> Positas Boulevard Street Settling Repair Project, CIP No. 11514; authorized Director of <br /> Engineering to approve and execute any required contract change order(s) for a not-to-exceed <br /> amount of$23,207 <br /> Director of Engineering Steve Kirkpatrick presented the plans for Las Positas and reported the road <br /> was built in 1985, is 3.5 inches thick atop an aggregate base built above high plasticity silty clay with <br /> subgrade lime treated to a depth of 13 to 15 inches for stabilization. He explained there are City-owned <br /> water, sewer, and storm drains beneath the pavement. He advised spot maintenance proved necessary <br /> soon after construction. <br /> Director of Engineering Kirkpatrick reported Las Positas was overlaid in 2007 and sections showed <br /> distress again as soon as 2010 and noted maintenance has been required regularly over the past <br /> decade. He advised a 2013 investigation recommended excavation of the subgrade and installation of <br /> lightweight filling material. He further explained the recent drought has accelerated differential <br /> settlement of the silty clay impacting manholes and forcing the edge of the street to drop. <br /> Director of Engineering Kirkpatrick explained the short-term plan will include spot paving Las Positas <br /> between Hacienda Drive and Stoneridge Boulevard with the work being completed within a month at a <br /> cost of approximately $235,000. He reported the long-term plan includes removing the upper four feet <br /> of clay and replacing it with select engineering fill which should eliminate the differential settlement <br /> issue. He advised implementation would involve soil sampling as an assessment of the condition of <br /> utilities beneath the road and a plan would be developed accordingly. Lastly, he advised the process <br /> would include obtaining cost estimates, choosing a Geotechnical Engineering Consultant, and a <br /> budgeting process with the anticipation of the project costing between six and 10 million dollars. <br /> In response to Councilmember Narum's inquiries, Director of Engineering Kirkpatrick stated use of a <br /> lightweight concrete utilized a few years ago was just on an isolated area which eventually showed <br /> problems melding with the area around it. He confirmed the short-term project would happen within the <br /> month and he would return in early 2021 with a more detailed long-term recommendation for the City <br /> Council. <br /> In response to Councilmember Brown's inquiries, Director of Engineering Kirkpatrick confirmed the <br /> removal of trees abutting the shoulder of the road must be evaluated. He explained the weight of a <br /> potential bicycle track would not impact a proper repair of the road. Lastly, he expressed a lack of <br /> confidence in the condition of the utilities with the amount of movement in the road. He believes the <br /> sewer system is intact due to its depth, but the PVC waterline could be compromised and will need <br /> evaluation. <br /> In response to Councilmember Pentin's inquiry, Director of Engineering Kirkpatrick clarified the area <br /> impacted by the project as being all of Las Positas from Hacienda to Stoneridge in both directions but <br /> could change slightly after the geotechnical evaluation. <br /> Mayor Thorne opened public comment. <br /> Richard Schussel inquired whether the larger dips near Stoneridge Drive would be corrected with the <br /> short-term repair.
