He <br /> highlighted a proposed recommendation which is to develop a comprehensive outcomes-based mental, <br /> physical, and financial wellness program for all employees. He noted this is achieved through peer <br /> support and the Blue Courage Program which has a component of mindfulness. <br /> Chief Swing provided an overview of community input and oversight models. He reported that City <br /> Council directed staff to review models that facilitate increased community input and oversight and <br /> include establishing a Police Commission, an Independent Police Auditor (IPA) and a Chief's Advisory <br /> Board (CAB) as well as additional reporting to use the City Council as the oversight body. <br /> Chief Swing reported the Police Commission is a group of community members appointed by the City <br /> Council. He explained the authority of a Police Commission may include the City Manager's <br /> appointment of a Chief from a list of candidates as well as the authority to terminate the Chief along <br /> with recommendations or authority for policies of the police department. He advised this model exists in <br /> other cities such as Oakland, Richmond, Seattle, San Francisco, and Los Angeles. <br /> Chief Swing reported the IPA is a separate office from the police department and appointed by the City <br /> Council. He advised the IPA model includes auditing complaint investigations, making <br /> recommendations on policies and procedures, and presenting reports to the City Council on personnel <br /> investigations or use of force. He reported Palo Alto, San Jose, and Davis use this model. <br /> Chief Swing reported the CAB is established under the direction of the City Council and implemented <br /> by the Chief of Police. He advised the CAB acts in an advisory capacity and reviews topics such as the <br /> use of force, mental health response, police in schools, and transparency. He reported the CAB <br /> features a diverse cross-section of community members. He advised several Bay Area cities that are <br /> similar in size and activity have a CAB. Lastly, he noted a CAB works in conjunction with the City <br /> Council to provide input on matters of importance to the community. <br /> Chief Swing recommended City Council accept the 21st Century Policing status update, establish the <br /> CAB, and direct staff to return twice per year at minimum to provide updates on matters of community <br /> policing and department updates. <br /> In response to Councilmember Brown's inquiry, Chief Swing reports residents can submit a complaint <br /> or a compliment about an officer's conduct on PPD's website by contacting dispatch and asking to <br /> speak to a supervisor, through the Human Resources Department at City Hall, or by contacting the <br /> Chief of Police's office. He reported it is common to receive complaints through the Watch Commander <br /> who is the first line supervisor on each shift. <br /> In response to Councilmember Brown's inquiries, Chief Swing reported PPD's outreach will include <br /> National Alliance on Mental Illness (NAMI), Alameda County Health, Access, and Horizons in addition <br /> to others but is unsure who will be involved. He noted mental health providers and practitioners are <br /> critical to the development of a successful program. He reported that at one point 100% of officers have <br /> had Crisis Intervention Training 1, but due to attrition, rates have fallen to 85% and they are currently <br /> unable to send officers to be trained due to COVID-19. He explained the Serious Incident Review <br /> Board as recommended in the Task Force Report is comprised of core staff and community members <br /> who review officer-involved shooting cases and identify administrative training or policy changes. He <br /> explained that is not the plan in place in Pleasanton and it would need to be assessed before it could <br /> be implemented. He explained an early intervention system is a holistic approach to evaluating officers <br /> and their exposure to high-risk incidents and most agencies use one of several software providers to <br /> help perform the assessment and monitoring. He advised anything related to PUSD will certainly be <br /> discussed with them. <br /> In response to Councilmember Brown's inquiry, Captain Eicher reported the Blue Courage Program is a <br /> two-day training course about mindfulness and wellness of officers to help them recognize and work <br /> City Council Minutes Page 3 of 9 October 1, 2020 <br />
