MEETING OPEN TO THE PUBLIC <br /> 22. Public Comment <br /> Linda Kelly reported the Zone 7 Water Agency's Del Valle Water Treatment Plant is online and the <br /> Patterson Pass Water Treatment Plant will be coming online soon. She noted recycling will not be made <br /> available to Pleasanton until the COVID-19 restrictions are completely lifted and residents currently have <br /> to go to Livermore for recycling. She encouraged City Council to open recycling centers rather than <br /> relying on adjacent cities. <br /> City Manager Fialho reported Pleasanton's Recycling Buyback Center has been closed and will need to <br /> report back to City Council. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 23. Consider adoption of a resolution accepting the FY 2020/21 Mid-Term Capital Improvement <br /> Program Budget <br /> Finance Director Tina Olson reported the FY 2020/21 Capital Improvement Plan (CIP) Program Budget <br /> is $29.6 million and has increased $4.4 million from the original budget and includes $8 million for <br /> Miscellaneous, $2.75 for Parks, $12.3 million for Streets Projects, $1.8 million for Sewer and $4.8 million <br /> for Water Projects. She reported the $4.4 million increase is for 11 projects and other adjustments. <br /> Finance Director Olson reported there is a net reduction in Funding Sources adjustments of $13 million <br /> which includes the reduction of the General Fund transfer to the CIP by $2.5 million for the Rainy Day <br /> Fund and the reduction of City Development Impact Fees by $10.5 million. She reported there has been <br /> $690,000 added to four (4) existing projects which include Library Roof & Miscellaneous Replacement, <br /> Bi-annual Traffic Signal, Traffic Signal Detection Upgrade — Bicycle, and Water Quality Improvement at <br /> Lower Zone Storage Tanks. <br /> Finance Director Olson reported there is $1.6 million for new projects which includes $1 million for <br /> workplace improvements for re-entry due to COVID-19, Santa Rita Fiber Interconnect, Emergency <br /> Power, Val Vista Underdrain Design, and the Fire Training Tower. She reported other adjustments <br /> include re-allocating funding from CIP Reserves (CIPR) of $370,000 to cover the shortfall caused by the <br /> $2.5 million General Fund transfer to the CIP, a $183,000 transfer from City Hall/Civic Center Reserve to <br /> CIPR, a $720,000 transfer from Traffic Impact Bernal Property Fund to Traffic Impact Fund and an <br /> $800,000 transfer to consolidate Cemetery funding for the Pioneer Cemetery South Hill Improvement <br /> Projects. <br /> In response to Councilmember Brown's inquiry, Finance Director Olson reported there is $500,000 still <br /> appropriated for the Skate Park design. City Manager Fialho reported the project and the Design Master <br /> Planning effort will start this fall and be led by the Engineering Department. the Park and Recreation <br /> Commission, and members of Pleasanton's youth community including the Youth Commission. <br /> In response to Councilmember Brown's inquiry, Finance Director Olson reported there is $164,575 <br /> available in the 17-3 Vineyard Corridor Specific Plan. City Manager Fialho clarified the allocation is to <br /> fund the design of Phase 1 and 3 and will go towards working with adjacent neighborhoods to establish <br /> the circulation pattern and alignment of the trail for Phases 1 and 3. He noted it is a Year 2 priority; the <br /> work plan has not been established but will include community outreach. <br /> In response to Vice Mayor Narum's inquiry, City Manager Fialho reported every attempt will be made to <br /> initiate the community outreach effort and complete the engineering for the trail alignment but resources <br /> have been impacted by the pandemic.
