Figure 9- Line-of-Sight from Nevada Street
2a 54'
V
LANDSCAPE
I-1 l l-III- I I-1 l l-III-IIIIII-III-I I I I I-
„ ,
The proposed three-story building abuts the east side of the property (setback 33 feet from the
property line), so its scale from this viewpoint will large. Though as previously noted, those
businesses have their"back-of-house" facing the subject lot. Additionally, a narrow landscape
strip is proposed along the eastern property line and upper-story step backs are provided
along the east elevation on the third story to help reduce the perceived scale of the building.
Given the design considerations incorporated in the project, proposed landscaping, and
surrounding context of the site, staff suggests the design and massing is appropriate for the
site. Staff particularly appreciates the modifications made to the south (Nevada Street)
elevation and finds it will help decrease the visual massing and scale of the project when
viewed from that frontage.
Operations
Staff finds the proposed operations of the facility are appropriate including proposed hours,
gate access to the site, maximum employees on-site. The proposed use is conducted indoors
with the existing outdoor storage area being removed and the facility is required to adhere to
the City's noise ordinance.
There is already an existing Public Storage facility already located on the site and the City has
no reason to believe the increased size of the facility will generate substantially more noise,
traffic, compromise parking supply, or otherwise adversely affect the site and surrounding
properties. As conditioned, the applicant will be required to mitigate any future nuisances that
may occur as a result of the proposed use (COA#36).
To help mitigate short-term construction noise that will be generated during construction, staff
recommends construction activities be permitted during the standard hours (8 a.m. — 5 p.m.)
but be limited to Monday-Friday. Typically, Saturday construction is permitted, however, given
the proximity to residential uses staff finds a slight reduction to the normal hours is appropriate.
This is included as COA#21.
P19-0128/P19-0129 Public Storage Planning Commission
13 of 15
d 28 to 33-foot step backs along the south
elevation.
The applicant installed story poles for the three-story building during the workshop (they have
since been removed as this site is actively being used) and provided building renderings in
Exhibit B and C. Please note, the renderings do not show the full scope of the landscape plan
in detail. Additionally, while the story poles were useful to visually display maximum height and
P19-0128/P19-0129 Public Storage Planning Commission
9 of 15
This assumes the easement width along the south side of the property will be reduced, which results in a lot area of 250,464-
square-feet. The project will have a FAR of greater than 100%if the easement width is not reduced. As such, Exhibit A
includes two conditions of approval(#14 and 42)addressing the necessary easement width reductions.
P19-0128/P19-0129 Public Storage Planning Commission
7 of 15
of the facility, the project will be minimizing its emissions footprint.
Staff suggests that the amenities and mitigations are sufficient to justify the proposed floor
area ratio.
P19-0128/P19-0129 Public Storage Planning Commission
6 of 15
additional gated entry from Nevada Street will be for emergency access only.
P19-0128/P19-0129 Public Storage Planning Commission
4of15
