BACKGROUND
The existing configuration of Operations Services Department (OSD) buildings, offices,
and crew space at the Operations Service Center is not suitable to maintain minimum
physical distances necessary to limit exposure among staff. As a result, the OSD
Management Team adjusted work schedules for essential services staff to follow an A/B
shift format such that only one shift was working onsite on a weekly basis. The
arrangement complies with County Health order and minimizes the chance of exposing
the entire OSD workforce to COVID-19 should an employee become infected.
DISCUSSION
As the City is progressing in its COVID-19 recovery efforts, the City is entering into
Phase two — Category 3 of its recovery plan, in which all of the maintenance divisions
staff would work 100% at the same time, but at 50% building occupancy. This requires
additional indoor facility accommodations, including trailers, locker room and restrooms
to meet the 50% occupancy requirements and to limit COVID exposure for staff and
allow for social distancing. The restrooms will be supporting the Parks and Utilities
Divisions. Other Operations Services Divisions are being accommodated in existing
buildings. The contingency amount in the contract is to provide flexibility should the
trailers be needed for a longer period.
Submitted by: Fisc Review: Approve y:
\Lk\\ ...\L /111/4
Kathleen Yurchak Tina Olson Nelson Fialho
Director of Operations and Director of Finance City Manager
Water Utilities
Attachments:
1.
