BACKGROUND <br /> The existing configuration of Operations Services Department (OSD) buildings, offices, <br /> and crew space at the Operations Service Center is not suitable to maintain minimum <br /> physical distances necessary to limit exposure among staff. As a result, the OSD <br /> Management Team adjusted work schedules for essential services staff to follow an A/B <br /> shift format such that only one shift was working onsite on a weekly basis. The <br /> arrangement complies with County Health order and minimizes the chance of exposing <br /> the entire OSD workforce to COVID-19 should an employee become infected. <br /> DISCUSSION <br /> As the City is progressing in its COVID-19 recovery efforts, the City is entering into <br /> Phase two — Category 3 of its recovery plan, in which all of the maintenance divisions <br /> staff would work 100% at the same time, but at 50% building occupancy. This requires <br /> additional indoor facility accommodations, including trailers, locker room and restrooms <br /> to meet the 50% occupancy requirements and to limit COVID exposure for staff and <br /> allow for social distancing. The restrooms will be supporting the Parks and Utilities <br /> Divisions. Other Operations Services Divisions are being accommodated in existing <br /> buildings.
