BACKGROUND <br /> The existing configuration of Operations Services Department (OSD) buildings, offices, <br /> and crew space at the Operations Service Center is not suitable to maintain minimum <br /> physical distances necessary to limit COVID-19 exposure among staff. As a result, the <br /> OSD Management Team adjusted work schedules for essential services staff to follow <br /> an A/B shift format such that only one shift was working onsite on a weekly basis. The <br /> arrangement complies with County Health order and minimizes the chance of exposing <br /> the entire OSD workforce to COVID-19 should an employee become infected. <br /> DISCUSSION <br /> As the City is progressing in its COVID-19 recovery efforts, the City is entering into Phase <br /> two— Category 3 of its recovery plan, in which all of the maintenance divisions staff would <br /> work 100% at the same time, but at 50% building occupancy. This requires additional <br /> indoor facility accommodations, including trailers, locker rooms and restrooms to meet <br /> the 50% occupancy requirements and to limit COVID exposure for employees and allow <br /> for social distancing. <br /> The OSD Management Team determined that using temporary office trailers could <br /> provide the space needed for physical distancing for employees and that there is enough <br /> room at the Operations Service Center to locate the trailers. The trailers will include two <br /> (2) large 24' x 60' office configurations to act as crew space and two (2) smaller 10' x 32' <br /> open configurations to act as locker rooms. Temporary electrical power and network <br /> connections will be provided to the trailers making them fully functional workspaces. The <br /> trailers and locker rooms will be supporting the Parks and Utilities Divisions. Other <br /> Operations Services Divisions are being accommodated in existing buildings. <br /> The 15% contingency amount in the contract is included to provide flexibility should the <br /> trailers be needed for a longer period. The trailers are being supplied by Pacific Mobile <br /> Structures, Inc. Using a cooperative purchase agreement under the California Multiple <br /> Award Schedule No. 4-10-56-0036A.
