18 shall be exempt from the fingerprinting and p"~otographing requirements of this subsection. (h) A statement as to whether or not the applicant has been convicted of a felony, or of a mis- demeanor involving the violation of any munici- pal or county ordinance regulating or taxing any business, or of a misdemeanor involving moral turpitude. (i) In the event that a person, association, part- nership, corporation or other legal entity applies for a permit herein on behalf of another person or persons, the application shall contain, with. respect to such other per- son or persons, the information required by subsections (a) , (b) , (c) , (d) , (e) , and (h) , and comply with the requirements of subsections' (f) and (g) herein. Upon the filing of the application, the applicant shall pay a fee of $5.00 to aid in defraying the cost of regulation. Section 5. Investigation: Determinations Upon receipt of an application pursuant to Section 4, of this ordinance, the Chief of Police shall initiate an investigation of the moral character and financial responsibility of the applicant and those on whose be- half he may have filed. In determining financial responsibility and moral character, the Chief of Polic~ shall consider any criminal record and the reputation of the applicant as determined by a check with the Better Business Bureau, or any other reputable informa- tion dispensing agency. Within three days of the initiation of his investiga- tion, and as a result of said investigation, the Chief of Police shall make one or another of the following determinations, and shall notify the applicant thereof immediately: (a) To deny to applicant a permit if he finds that the moral character and financial responsibility of the applicant is unsatisfac tory in that the applicant has been convicted -3-
