Motion passed by the following vote:
Ayes: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum
Noes: None
Absent: Mayor Thorne
Assistant to the City Manager Becky Hopkins introduced Item 10(c) and reported that for the City to
receive the allocation of$201,314 it would need to amend the current Five-Year Consolidated Plan and
Annual Action Plan.
Assistant to the City Manager Hopkins reported the funds can be expended backdated to March 27,
2020, with no specific spend-by date issued by HUD. She noted the City is tentatively planning to
extend the funds between the next 12 and 24 months and will work with the grantee or the non-profit
with timing.
Assistant to the City Manager Hopkins reported CDBG-CV Funds include four categories and eligible
services. She reported staff identified two categories and three activities that meet the current needs of
Pleasanton: Category 1 — Buildings and Improvements, including Public Facilities; eligible activity under
the criteria is to construct a facility for testing, diagnosis, or treatment. Category 2 — Public Service;
eligible activities under the criteria are to increase the capacity and availability of targeted health
services for infectious disease response within existing health facilities and deliver Meals on Wheels to
quarantined individuals for individuals that need to maintain social distancing due to medical
vulnerabilities.
Assistant to the City Manager Hopkins reported staff identified Axis Community Health and Spectrum
Community Services Meals on Wheels as non-profits that are already providing COVID-19 related
services that are eligible under the criteria. She reported Axis Community Health will receive $130,314
and Spectrum Community Services will receive $48,000 and provided a brief overview of how both
intend to use the funding.
Assistant to the City Manager Hopkins reported the remaining $25,000 will go towards the Tri-Valley
Regional Testing Center in addition to the $100,000 already committed from the General Fund. She
noted the City intends to seek Federal Emergency Management Agency (FEMA) reimbursement for the
$100,000.
In response to Councilmember Brown's inquiry, Assistant to the City Manager Hopkins reported each
agency is providing Personal Protective Equipment (PPE) to staff and recipients. She also reported
staff from each agency are also using gloves and have been provided with hand sanitizer.
Councilmember Testa reported she does not receive a mask while working with Meals on Wheels and
requested Assistant to the City Manager Hopkins to confirm they are being provided by the non-profit.
Assistant to the City Manager Hopkins reported she has been meeting with senior services providers
along with the Cities of Livermore and Dublin weekly and will follow up on that item.
Vice Mayor Narum opened the public hearing.
Lara Calvert reported she has been trying to procure 900 homemade or donated face coverings for
seniors so masks are not being pulled from first responders. She encouraged residents to donate
facemasks. She thanked Council for the additional funding and noted it will help many people in
Pleasanton.
City Council Minutes Page 7 of 9 May 19, 2020
