He reported that as a condition of receiving the annual allocation of <br /> CDBG funds the City is required by HUD to submit these plans. <br /> Housing Manager Hernandez provided a brief overview of the Five-Year Consolidated Plan and the <br /> Annual Action Plan. He reported approval of the Annual Action Plan and the Five-Year Consolidated <br /> Plan will not have a direct fiscal impact on the City but is required for the City to receive the funding for <br /> FY 2020. He advised the recommendation is for City Council to approve the item and direct staff to <br /> submit the plans to HUD by the applicable deadline. <br /> In response to Councilmember Pentin's inquiry, Housing Manager Hernandez clarified the Five-Year <br /> Consolidated plan is different from these community meetings that were held in Berkeley, Oakland, and <br /> Hayward. Councilmember Pentin would like to see community outreach in the future for the Five-Year <br /> Consolidated Plan. <br /> In response to Councilmember Brown's inquiry, Housing Manager Hernandez confirmed Americans <br /> with Disabilities Act (ADA) accessibility to parks, sidewalks, and neighborhood parks would be eligible <br /> to be funded through CDBG funds in the future. <br /> City Council Minutes Page 6 of 9 May 19, 2020 <br />
