PUBLIC HEARINGS AND OTHER MATTERS <br /> 10. Public Hearing - Consider the following related to Housing and Human Services Grants and <br /> Community Grant Program: <br /> (a) Approve allocations for Housing and Human Services Grant and Community Grant Program <br /> Funds for 2020 grant funding cycle (City FY 2020/21) <br /> (b) Approve the Five-Year Consolidated Plan for FY 2020-24 and the Annual Action Plan for FY <br /> 2020/21 for use of the Federal Community Development Block Grant Funds <br /> (c) Adopt a resolution approving Substantial Amendments to the FY 2015-2019 Consolidated <br /> Plan, FY 2019/20 Annual Action Plan, and Citizen Participation Plan to access $201,314 in <br /> Community Development Block Grant Coronavirus (CDBG-CV) Funds and allocate the <br /> CDBG-CV to respond to COVID-19 <br /> Councilmember Testa disclosed she is on the board of NAMI Tri-Valley, a past board member of Tri- <br /> Valley Resources Education Activities Community and Housing (REACH) an currently a volunteer for <br /> Meals on Wheels. She received an opinion from the Fair Political Practices Commission that as a non- <br /> compensated officer she has no conflict of interest and is allowed to participate in discussion and voting <br /> on all items on the agenda. <br /> Community Services Manager Jay Ingram introduced Item 10(a) and reported it consists of two grant <br /> programs, the Housing and Human Services Grant Program and the Community Grant Program. He <br /> advised 2 pre-application workshops were held in December to provide information and allow for staff <br /> to answer any questions from prospective applicants. He noted the application period was December <br /> 20, 2019 through January 27, 2020, and have been reviewed by City staff and various commissions <br /> who provided funding recommendations to the City Council. <br /> Community Services Manager Ingram reported the Human Services Commission reviewed 23 <br /> applications representing 14 agencies for the Housing and Human Services Grant. He advised the <br /> Commission made recommendations to fund 12 agencies through 12 different projects. He recapped <br /> that the Human Services Needs Assessment Strategic Action Plan identified exploring multi-year <br /> contracts with core safety-net providers. For that purpose, he reported a Request for Qualifications was <br /> conducted and Access Community Health was recommended to provide a program that will meet the <br /> needs of students in middle and high school. He reported the program will offer on-going group <br /> counseling programs that will last eight weeks, and one-on-one counseling as deemed appropriate. <br /> Community Services Manager Ingram reported a waiver was received from the U.S. Department of <br /> Housing and Urban Development (HUD) which allows the City to exceed the statutory 15% cap on <br /> CDBG public services dollars and allows the use of CDBG capital funds towards public service grants <br /> or projects. He advised staff reviewed the waiver and determined a funding gap of $67,367 exists and <br /> recommends the City Council make an additional appropriation from the General Fund to cover the <br /> requested amendment to the Human Services Commission. Additionally, he reported the <br /> recommendation is to fully fund the applicants identified as they provide core services to Pleasanton's <br /> most vulnerable residents in areas such as Disability Services and Access, Food and Nutrition, Health <br /> Care and Behavioral Health Care, Senior Services, Workforce Development, Youth Services, and <br /> Homelessness and provided highlights of various programs. <br /> Community Services Manager Ingram reported staff recommends to fully fund the applicants identified <br /> by the Human Services Commission at the levels listed. <br /> Housing Manager Steve Hernandez presented the Housing and Human Services Grants and noted the <br /> Housing Commission received 7 applications and recommends fully funding 6 for a total of $460,153 <br /> City Council Minutes Page 4 of 9 May 19, 2020 <br />
