Cumulative Parking Demand' (from Church, Heritage School, and Preschool Operations). <br /> If the proposed preschool is approved, Crosspoint Church would operate two programs <br /> Monday through Friday: 1) the existing 136-student heritage school, and 2) the proposed <br /> 49-student preschool, with a cumulative capacity of 185 students on premises. The concern is <br /> whether the allotted 128 parking spaces for both suites could handle the parking demand when <br /> both programs are operated at full capacity. <br /> When schools are in session, heritage school students arrive between 2:10-3:30 p.m. when <br /> the preschool is in session. The majority of heritage school students (approximately 75-80%, <br /> or 102-109 students) are picked-up between 6 — 6:30 p.m. when the preschool is already <br /> closed. Thus, the allotted 128 parking spaces could support the parking demand. <br /> During summer when schools are in recess, the heritage school operates a 100-student <br /> summer camp from 8:30 a.m. —6:30 p.m. Together with the proposed 49-student preschool, it <br /> would have a maximum of 149 students on the premises. <br /> Based on the projected drop-off/pick-up schedule included in Exhibit B, the peak parking <br /> demand would occur between 9 — 9:30 a.m. when 78 vehicles would arrive at the subject site <br /> to drop-off students: 38 vehicles to drop-off students at the existing heritage school and 40 <br /> vehicles to drop-off students at the proposed preschool. Additionally, there would be 29 staff <br /> members on-site for the church's administrative office, heritage school, and the proposed <br /> preschool. As such, the parking demand during this morning peak time is 107 spaces if <br /> everyone were to arrive approximately the same time. <br /> Staff finds the 128 "allocated" parking spaces would be sufficient to serve the projected parking <br /> demand during peak time, and adequate parking is available. However, should parking <br /> problems occur, staff has included a condition of approval which allows the Director of <br /> Community Development to refer the use permit back to the Planning Commission for possible <br /> mitigation measures (Exhibit A). Possible mitigating conditions could include: reducing the <br /> number of students, modifying the arrival/departure times, etc. <br /> As mentioned earlier, a parking agreement is in place for the existing heritage school. It <br /> designates the parking area located on the west side of the subject building for students' <br /> drop-off/pick-off. Thus, there should not be any confusion in terms of where to park during <br /> drop-off/pickup times for either program. <br /> Traffic and Circulation <br /> The Traffic Engineering Division has reviewed the proposal for potential traffic impacts during <br /> peak hours. It determined, based on the applicant's narrative, the majority of the facility's <br /> operating hours are outside the peak traffic period; thus, no traffic impact fees would be <br /> required at this time. However, to verify the actual trips generated from the proposed preschool <br /> are similar to what are estimated/assumed in the project narrative, either Traffic Engineering <br /> staff or the City's on-call transportation consultant would monitor trip generation during the first <br /> year of the preschool operation. If the actual trip generation is reflective of the applicant's <br /> narrative, no further action will be needed. If the actual trip generation is greater than the <br /> narrative, the applicant would be required to pay the additional traffic impact fees or make <br /> ' Both heritage school and preschool would be closed for one week in July when Crosspoint Church holds a one- <br /> week VBS.
