Based on this analysis, staff believes the proposed preschool would be <br /> compatible with the surrounding uses. <br /> Parking <br /> There are 435 parking spaces shared among three buildings on the subject site. The combined <br /> building floor area of the three buildings is 120,112 square feet. Therefore, the parking ratio at <br /> the subject site is one space for every 276 square feet of floor area. Crosspoint Church is <br /> allocated 128 parking spaces based on its building square footage. The proposed school <br /> would be located in Suite 100 of the building, and accordingly, it would be allotted 82 parking <br /> spaces. <br /> Parking Demand from Suite 100 (i.e. Church and Preschool Operations) <br /> Crosspoint Church's programs take place primarily on weekends. Its evening programs start at <br /> 8 p.m. Thus, there is no parking conflict between church programs and the proposed preschool <br /> sharing Suite 100. <br /> In the month of July, Crosspoint Church holds a one-week Vacation Bible School (VBS) for a <br /> maximum of 100 students. During that one-week time, the proposed preschool would be <br /> closed. Thus, there is no parking conflict between Crosspoint Church's VBS and the proposed <br /> preschool. <br /> Section 18.88.030(E) (Schedule of off-street parking space requirements) of the Pleasanton <br /> Municipal Code (PMC) requires the proposed use to provide one parking space for each <br /> employee, including teachers and administrators, and one space for each four students in <br /> grade 10 or above. The student parking requirement, one space for each four students, is not <br /> applicable since the students are below grade 10. <br /> The proposed preschool would have 12 staff members. Crosspoint Church has five staff <br /> members to attend daily business during the hours when the preschool is in operation. Thus, <br /> the allocated 82 parking spaces would be more than adequate to meet the parking demand of <br /> 17 spaces from Suite 100. <br /> Staff notes that Section 18.88.030 of the PMC does not address parking demand during drop- <br /> off/pick-up times, which would be the most impacted time from a parking standpoint. If the <br /> requested 49-student preschool is approved, if all students arrive and depart at the same time, <br /> the preschool would have a parking demand of 61 parking spaces (49 students + 12 staff <br /> members). Together with five staff members at the church, the cumulative parking demand <br /> from Suite 100 would be 66 spaces. The allotted 82 spaces would also be adequate to handle <br /> the needs. <br /> The parking agreement signed among property owners allows 40 parking spaces in the front of <br /> the subject site (on Gibraltar Drive side) be used for preschool drop-off/pick-up. The <br /> agreement states the 40-drop-off/pick-up spaces should satisfy the demand when the <br /> preschool reaches its capacity. The subject site would have adequate on-site <br /> parking for the proposed use (as discussed in the Parking section below) and the activities <br /> occurring at the facility are not expected to generate significant noise levels. Children would be <br /> supervised at all times, both inside the facility and in the playground.
