Sites in Hacienda, including the project site, are connected to the City's graywater system for
irrigation. To avoid irrigation graywater from spraying onto play structures, no play structures
would be installed in the playground. Toys, tricycles, tables, and chairs used by the preschool
would be moved inside the building at the end of the day. To avoid modifying the irrigation
system, no hard surface, such as asphalt, rubberized surface, etc. would be installed within the
playground.
The proposed preschool would also use the church's existing indoor gym when weather
conditions are not ideal for outdoor activities. The preschool would share the indoor gym with
the church's existing heritage school. Time to use the gym would be off set so that the
preschool and heritage school would not use the gym at the same time.
Figure 3: Outdoor Playground
a 1-1-11 ----.
R ' u F-- 1
• i►
r ... a.6dOXIL
I.
 U U
` n r
_1 r I –E a<. -1d
t: .» Oak1
I 0
Ve
w.46. Each building is separately owned. Parking, drive
aisles, and common areas outside the buildings are commonly owned by the three buildings.
Therefore, on-site parking throughout the site is shared among all building owners and their
tenants. A parking agreement has been signed by all three building owners designating 40
parking spaces located in front of Crosspoint Church building as a drop-off and pick-up for the
preschool. A copy of the executed parking agreement is included as part of Exhibit B.
P20-0740 and P20-0741, 5627 Gibraltar Drive Planning Commission
Page 6 of 12
roups for 20-minutes at a time in the morning and afternoon. Outdoor playtime would be from
9 a.m. to 5 p.m. and there would be no more than 20 students in the playground area at one
time.
Existing landscaping would be slightly modified to accommodate the improvements.
Specifically, existing groundcover and shrubs adjacent to the building would be removed and
replaced with lawn. Shrubs would be relocated to near the front entrance. However, all existing
trees would remain on site. A 6-foot-tall wrought iron fence would be installed to enclose and
connect the play area to the building. The playground area would be accessible by doors from
the building and would also have two exterior gates locked at all times but would feature
panic-hardware to allow egress in the event of an emergency. To provide additional safety of
the students, bollards would be installed between the outdoor playground fence and adjacent
parking area.
P20-0740 and P20-0741, 5627 Gibraltar Drive Planning Commission
Page 5 of 12
various church-sponsored programs on Saturday, and
weekday bible studies start in the evening at 8 p.m. The church also operates a one-week
Vacation Bible School (VBS) in July for a maximum of 100 students.
P20-0740 and P20-0741, 5627 Gibraltar Drive Planning Commission
Page 2 of 12
eptember 23, 2020
