BACKGROUND/HISTORY P14-0833 —Approval of Crosspoint Church In August 2014, the Planning Commission approved a CUP to allow the operation of Crosspoint Church from a 22,766-square-foot tenant space at 5627 Gibraltar Drive, Suite 100 in Hacienda. Crosspoint Church activities include Sunday worship services, Sunday School, weekday bible studies, special celebrations, and Vacation Bible School (VBS) of 100 students for one week in July. At the time of the approval, Crosspoint Church shared the existing building with Safari Kid, a heritage school with a maximum of 136 children in grades K-5 operated in Suite 200. These two uses shared a common hallway. Crosspoint Church purchased the building in 2016. P17-0497 - Approval of An After-School Program at Crosspoint Church In August 2017, the Planning Commission approved Crosspoint Church's request to modify its CUP by adding an after-school program (Joyful Kids Club) with a maximum of 100 students in grades K-5. Joyful Kids Club (JKC) used Sunday school classrooms and the church's indoor gym for its programs and activities. P13-0013 Modification —Approval of Crosspoint Church taking over Safari Kid's Heritage School CUP In October 2019, Safari Kid relocated its heritage school from Gibraltar Drive to another location in Hacienda. Crosspoint Church requested to operate a heritage school, also called Joyful Kids Club, with a maximum of 136 students in Suite 200, utilizing the existing conditional use permit granted to Safari Kid (P13-0013). With the request to operate the JKC heritage school in Suite 200, the JKC after-school program would be discontinued in Suite 100 and JKC's CUP approval (P17-0496) would be terminated. The request also included modifications to Safari Kid's hours of operation, programs, students' grades, and transportation. The Director of Community Development had the authority to modify the approved operation/activities of a conditional use permit should they be determined to be minor and in substantial conformance with the original findings. The Director of Community Development reviewed the request and found the proposed modifications were minor and consistent with the previous conditional use permit findings. On February 7, 2020, the Director of Community Development approved the request from Crosspoint Church and allowed it to operate a heritage school program under the approval for P13-0013, with modifications. With the approval of the heritage school program, the conditional use permit approval (P17-0496) for the after-school program in Suite 100 was terminated. A parking agreement is in place designating students' drop-off/pickup area for Crosspoint Church's heritage school. It is located on the west side of Crosspoint Church building. Current Operation Crosspoint Church is the owner and sole occupant of the building located at 5627 Gibraltar Drive. The church's current programs in Suite 100 include worship service on Sunday with Sunday School, youth programs and various church-sponsored programs on Saturday, and weekday bible studies start in the evening at 8 p.m. The church also operates a one-week Vacation Bible School (VBS) in July for a maximum of 100 students.
