Mr. Tassano stated the <br /> project was anticipated to take a year, with the portion over the water taking six months. He <br /> discussed the Costco project and clarified the 1-680 at Stoneridge Drive project was not reliant <br /> on the Costco project. <br /> Commissioner Allen inquired about the update on Highway 84 and when it was scheduled for <br /> construction and completion. Mr. Tassano stated the project was fully funded and in its final <br /> design. He anticipated construction to begin Spring 2021 to 2023, but that it would most likely <br /> take nine months longer than estimated due to delays as a result of the shelter-in-place <br /> caused by the pandemic. <br /> MATTERS INITIATED BY COMMISSION MEMBERS <br /> Chair Ritter inquired about ambient lights from the U-Haul site on Sunol Boulevard. Mr. Tassano discussed the difficulty in <br /> balancing the number of vehicle breakdowns versus bicyclists. <br /> Chair Ritter asked if the roadway construction would occur during the construction of Costco. <br /> Mr. Tassano stated he was not sure of Costco's schedule. <br /> Commissioner Allen asked the City's process for going back to a developer to look for <br /> additional traffic impact fees if the project was more impactful than expected. Mr. Tassano <br /> explained collection of retail fees per number of trips. He discussed the anomaly with retail <br /> trips and stated there was no way to post-collect fees. <br /> Ms. Denis asked if the driveway for Burger King and the former Specialty's Restaurant would <br /> remain open. Mr. Tassano confirmed. Ms. Denis then asked if staff had studied closing off the <br /> driveway. Mr. Tassano stated it would be difficult eliminating access points that have already <br /> been established. <br /> Commissioner Brown brought up the traffic at the intersection of Hopyard Road at Owens <br /> Drive and asked if the replacement of the Specialty's restaurant would cause more congestion <br /> at the intersection. Mr. Tassano agreed the area could be precarious to navigate, and stated <br /> the solution would be to post 'Do Not Enter' signs so as not to allow vehicles to enter in that <br /> direction, which was not normally done unless there was a problem on the street. <br /> Commissioner Brown stated it could be addressed when a new business entered the former <br /> Specialty's Restaurant site. Mr. Tassano stated the only way the City could change it was if <br /> something new was going in that space. Ms. Denis clarified the driveway was owned by the <br /> Burger King property and it could be reviewed if Burger King redeveloped.
