1-680 at Stoneridge Drive Chair Ritter inquired about the time to complete the construction. Mr. Tassano stated the project was anticipated to take a year, with the portion over the water taking six months. He discussed the Costco project and clarified the 1-680 at Stoneridge Drive project was not reliant on the Costco project. Commissioner Allen inquired about the update on Highway 84 and when it was scheduled for construction and completion. Mr. Tassano stated the project was fully funded and in its final design. He anticipated construction to begin Spring 2021 to 2023, but that it would most likely take nine months longer than estimated due to delays as a result of the shelter-in-place caused by the pandemic. MATTERS INITIATED BY COMMISSION MEMBERS Chair Ritter inquired about ambient lights from the U-Haul site on Sunol Boulevard. Ms. Denis stated Code Enforcement Officer Mark Dennis has been actively involved in working with the U-Haul onsite manager on resolution, stating the video provided by the resident was helpful. Mr. Tassano discussed the difficulty in balancing the number of vehicle breakdowns versus bicyclists. Chair Ritter asked if the roadway construction would occur during the construction of Costco. Mr. Tassano stated he was not sure of Costco's schedule. Commissioner Allen asked the City's process for going back to a developer to look for additional traffic impact fees if the project was more impactful than expected. Mr. Tassano explained collection of retail fees per number of trips. He discussed the anomaly with retail trips and stated there was no way to post-collect fees. Ms. Denis asked if the driveway for Burger King and the former Specialty's Restaurant would remain open. Mr. Tassano confirmed. Ms. Denis then asked if staff had studied closing off the driveway. Mr. Tassano stated it would be difficult eliminating access points that have already been established. Commissioner Brown brought up the traffic at the intersection of Hopyard Road at Owens Drive and asked if the replacement of the Specialty's restaurant would cause more congestion at the intersection. Mr. Tassano agreed the area could be precarious to navigate, and stated the solution would be to post 'Do Not Enter' signs so as not to allow vehicles to enter in that direction, which was not normally done unless there was a problem on the street. Commissioner Brown stated it could be addressed when a new business entered the former Specialty's Restaurant site. Mr. Tassano stated the only way the City could change it was if something new was going in that space. Ms. Denis clarified the driveway was owned by the Burger King property and it could be reviewed if Burger King redeveloped. Mr. Tassano discussed the issue with people driving straight off the curb.
