Chair Ritter stated the Planning Commission would be taking the lead on the Housing Element <br /> Update and requested an update and reeducation ahead of formulating plans or voting on the <br /> matter. Commissioners Allen and Brown concurred. <br /> Commissioner Pace requested, in a broader context, updates in the coming meetings on the <br /> economic and health impacts on the community resulting from the COVID-19 pandemic, as it <br /> related to Planning Commission considerations. Chair Ritter agreed. <br /> 9. Informational Update on Chick-fil-A, CIP 15525 Hopyard Road at Owens Drive and <br /> CIP 18531 Stoneridge Drive at 1-680 on ramp widening projects <br /> City Traffic Engineer Mike Tassano gave a presentation and an update on the information <br /> provided in the report. <br /> Chick-fil-A <br /> Commissioner Brown asked who owned the drive aisle between the drive through and <br /> Larkspur Landing. Mr. Tassano responded that a property management company handled all <br /> areas within the shopping center. He explained the assigned parking areas and confirmed the <br /> owner of Chick-fil-A had talked to the other owners including Larkspur Landing and they were <br /> amenable to the modifications. Commissioner Brown also asked if the flagger role was staffed <br /> during both lunch and dinner peak hours or just when Chick-fil-A was busy. Mr. Tassano <br /> discussed his observance of the flagger position and assumption that the flaggers were used <br /> during busy times. <br /> Chair Ritter asked if Chick-fil-A changed anything in the way they operated the drive through. <br /> Mr. Tassano discussed the delay in food preparation and sauce selection. He stated the sauce <br /> distribution was moved to a separate area. He explained the expansion of order locations and <br /> parking for mobile orders, which was only 10 percent of the orders. He discussed the potential <br /> need for an awning or weather structure and indicated the owner requested an expedited <br /> process, to which he advised him of the application process. <br /> Commissioner Brown inquired if there were any problems with vehicles using Johnson Court, <br /> ignoring the signage as a permanent solution. Mr. Tassano noted that Chick-fil-A has <br /> barricades preventing vehicles from entering the line from Johnson Court. <br /> Commissioner Allen asked when the red double stacking was expected to start. Mr. Tassano <br /> stated the request would be made if customers returned inside since sit down dining did not <br /> relieve the congestion. Commissioner Allen asked how the trips currently being seen for <br /> Chick-fil-A compared to the ones originally approved by the Planning Commission. Mr. <br /> Tassano stated it was originally approved as a regular fast-food restaurant, however, they <br /> were actually double the vehicles than a regular fast-food restaurant. He stated Chick-fil-A <br /> could have done more due diligence in providing more accurate trip numbers at the time of <br /> approval. Commissioner Allen then asked about the commercial offices opening at the former <br /> Denny's restaurant site. Ms. Denis responded they were currently going through plan check <br /> and were close to construction and stated the project would not come before Planning <br /> Commission again unless a particular business requested a use requiring a Conditional Use <br /> Permit.
