Councilmember Brown suggested that the City is being inconsistent by considering an implementation <br />timeline different from what other cities have had, while aligning with other cities in terms of other areas <br />of this issue. She why we are now looking at a 12 -month implementation timeline while we began this <br />conversation in February considering a 6 -month timeline. Assistant City Attorney Seto explained that <br />since the conversation began in February, some in the business community have indicated that this would <br />change their business model and they would need more time. <br />Mayor Thorne opened the public hearing. <br />Aditya Indla spoke in support of prohibiting the sale of flavored tobacco. <br />Connor Lam spoke in support of prohibiting the sale of electronic smoking devices. <br />Brad Hirst spoke in support of the proposed ordinance and warns of the possibility of black-market <br />tobacco sales if this ordinance is approved. He encouraged the utilization of non -criminal consequences <br />for end users. <br />Annie Tegen spoke in support of the ordinance, including prohibiting the sale of all flavored tobacco. She <br />suggested that the details of the tobacco retail licensing be clearly spelled out. <br />Jennifer Duncan spoke in support of the ordinance and reported on an informal survey on NextDoor <br />which showed 80% of those Pleasanton residents responding believed that youth vaping is a problem. <br />Sophia Thompson stated that vaping is a big problem for teenagers and supports banning all vaping <br />products and flavored tobacco. <br />Chong Wang spoke in support of the ordinance. <br />John Nassar spoke in support of a 90 -day implementation period and fining the store owner as well as <br />the clerk when prohibited sales are made. <br />Hamid Akbarzada spoke in opposition to the ordinance and supports delaying this discussion until the <br />COVID pandemic is over, to allow for all the community to voice their opinion. <br />Kristie Wang expressed her support for the ordinance and stressed the importance that the ordinance be <br />specific and without loopholes. <br />Owen Wise-Pierik voiced his support for the ordinance. <br />Rosalyn Moya spoke in support of the ordinance and a tobacco retail license program. <br />Amelia Shannon expressed her support for the ordinance, recommending a six-month implementation <br />period. <br />Craig Austin Wingate spoke in support of the ordinance and a tobacco retail license program. <br />City Council Minutes Page 5 of 8 May 5. 2020 <br />
