BACKGROUND
A background investigation is an imperative pre-employment screening process to
ensure the City is making the right hiring decision. The administration of a background
investigation is complex due to the comprehensive review of a finalist candidate's
commercial records, past performance evaluations and credit reports where needed. A
background check can include education, employment, credit history, driving history and
professional certifications. This helps to ensure workplace safety, job competence and
choosing the best candidate.
DISCUSSION
The City has been pleased with the background investigations conducted by EMI. In
addition to providing excellent customer service to the City, EMI's thorough
investigations have prevented the City from making a final offer of employment to
candidates with past performance issues that were not disclosed during the recruitment
process.
In conclusion, staff recommends retroactive approval of the professional services
agreement with EMI from July 1, 2017 through June 30, 2021 for a total of not to exceed
amount of $200,000.
Submitted by:
Debra Gill
Director of Human
Resources and Labor
Relations
Review d by-
t11
Tina Olson
Director of Finance
Approve -py:
,f
Nelson Fialho
City Manager
