THE CITY OF <br />�L£�S�4NTON® CITY COUNCIL AGENDA REPORT9 <br />P <br />October 6, 2020 <br />Engineering <br />TITLE: APPROVE AN AMENDMENT TO THE PROFESSIONAL SERVICES <br />AGREEMENT WITH QUINCY ENGINEERING IN THE AMOUNT OF $99,430 <br />TO COMPLETE THE REDESIGN AND PREPARE BIDDABLE <br />CONSTRUCTION DOCUMENTS FOR THE HOPYARD ROAD AND OWENS <br />DRIVE INTERSECTION IMPROVEMENTS PROJECT, CIP NO. 15525 <br />SUMMARY <br />On August 15, 2017, City Council entered an agreement with Quincy Engineering <br />(Quincy) to complete biddable construction documents for the partial reconstruction of <br />the intersection at Hopyard Road and Owens Drive to add a right-hand turn lane on <br />southbound Hopyard Road to Owens Drive and incorporate bike and pedestrian <br />improvements. Because the work on Hopyard Road includes roadway modifications in <br />Caltrans' right of way, Caltrans staff has been involved with review and approval of the <br />plans. Unfortunately, after already signaling approval of the design during several <br />meetings, when receiving the near final plans for official review, Caltrans has now <br />requested changes to the lane configurations and alignment. The requested changes <br />are significant and require the redesign of a large portion of the project. But since the <br />project must include work in Caltrans right-of-way, to move forward there is no choice <br />but to make the requested changes. City staff recommends approval of an amendment <br />to the agreement with Quincy in the not -to -exceed amount of $99,430 to complete the <br />redesign and prepare biddable construction documents. <br />Approve the First Amendment to the professional services agreement with Quincy <br />Engineering in the not -to -exceed amount of $99,430 to complete the redesign and <br />prepare biddable construction documents (increasing the total contract amount from <br />$158,928 to $258,358). <br />2. Authorize the City Manager to execute the agreement. <br />FINANCIAL STATEMENT <br />The current Capital Improvement Program budget includes $2.78 million to fund the <br />design and construction of the Hopyard and Owens Intersection Improvements Project, <br />CIP No. 15525. The total design cost for this project will be $310,127 which includes the <br />original contract amount, this amendment, and other previous task authorizations <br />charged to the project budget as shown in Attachment 1. <br />
