BACKGROUND <br />The City of Pleasanton's Traffic Engineering Division has used on call transportation <br />consultants for the past 20 years to complete traffic modeling, traffic impact analysis <br />reports and traffic signal design through the Capital Improvement Program (CIP). <br />The type of projects included in the Traffic Engineering CIP have expanded beyond the <br />standard traffic signal installation to include traffic calming, intersection modifications, <br />and bicycle and pedestrian corridor improvements. <br />DISCUSSION <br />Traffic signal installation projects contain minor civil engineering -type improvements and <br />it is standard procedure for the transportation consultant to sub -contract the design of <br />these minor civil elements to a civil engineering design firm. <br />Recently, the Traffic Engineering CIP projects have expanded to include projects that, <br />while traffic -related, are primarily civil engineering design projects. Examples of these <br />projects include: addition of turn lanes to intersections; creation of protected <br />intersections; buffered and protected bike lanes; mixed-use paths and sidewalk <br />installation and widening. These projects are often small -to -midsize projects that range <br />in design cost from $5,000 to $100,000 dollars, and are ideal scopes of work for an on- <br />call civil engineering design firm. <br />City staff advertised a Request for Proposal for On Call Consultant Services — Civil <br />Engineering in July of 2020. Staff received twelve proposals from qualified consultants. <br />The City review panel reviewed the proposals and using a scoring matrix, selected Mark <br />Thomas and Company Inc. as the top proposal. Mark Thomas and Company's other <br />references have been contacted and all provided favorable opinions and <br />recommendations.
