The Goods and Services Agreement with CT West is funded through the City's Capital <br />Improvement Program (CIP) project No. 20541 (Intersection Improvements at Various <br />Locations). The original contract amount was $279,000. This CIP has sufficient funding <br />to cover the increase for the cost of ATSPM equipment sales tax and required power <br />cabling. The cost of the additional scope within this contract amendment is $25,492, <br />increasing the total contract amount to $304,500. <br />BACKGROUND <br />The City of Pleasanton was awarded the inaugural IDEA Grant from the MTC, in the <br />amount of $271,425, to install ATSPM technology at 48 intersections within the city. <br />The primary goals of the IDEA Grant are to: <br />• Improve travel time and travel time reliability on arterials for all modes of <br />transportation <br />• Improve traffic safety <br />• Reduce vehicle emissions and fuel consumption <br />• Gain experience with advanced traffic management technologies for arterial <br />operations <br />This technology will allow staff to monitor traffic signal system operations and efficiency, <br />signal system health and vehicle travel patterns. The City and MTC prepared a <br />comprehensive Systems Engineering Management Plan (SEMP) to implement the <br />project. Miovision Technologies was selected by the City and MTC to provide hardware <br />and cloud -based services for ATSPM. CT West is the west coast distributor of Miovision <br />equipment. <br />For the past three years, the City has been testing Miovision Technologies' ATSPM <br />system at 12 intersections along Hopyard Road, Owens Drive, Stoneridge Drive, and <br />Stoneridge Mall Road. The use of IDEA Grant funds for this project will increase the <br />total ATSPM deployment to 60 intersections, which is half of the total signalized <br />intersections in the city. <br />DISCUSSION <br />With a total of 60 intersections with ATSPM technology, staff will have improved <br />capability and ability to manage the traffic signal system by: <br />• Diagnosing signal related issues quickly <br />• Implementing a system that will produce useful data to make signal timing <br />improvements <br />• Identifying commute patterns to and through the city <br />• Implementing a system that can integrate mobile application data such as WAZE <br />and Google Maps <br />The ATSPM equipment includes devices that are housed on top and inside the traffic <br />control cabinet, as well as a device that is mounted on the nearest traffic signal pole. <br />The device requires a connection to a continuous power source.
