THE CITY OF NOR
CITY COUNCIL AGENDA REPORT
PLEASANTON. 4
October 6, 2020
Community Development
Traffic Engineering
TITLE: AMEND GOODS AND SERVICES AGREEMENT WITH CT WEST, INC. FOR
A NEW TOTAL CONTRACT NOT TO EXCEED AMOUNT OF $304,500 FOR
AUTOMATED TRAFFIC SIGNAL PERFORMANCE MEASURES
HARDWARE AND CLOUD SERVICES, CIP NO. 20541
SUMMARY
On June 25, 2020, the City of Pleasanton entered into a Goods and Services
Agreement with CT West, Inc. to furnish, provide installation assistance and training
coordination for Automated Traffic Signal Performance Measures (ATSPM) technology
at 48 intersections within the city. Power cabling necessary for a portion of the
equipment was not included in the original contract. Additionally, the original agreement
with CT West did not include sales tax for the ATSPM equipment. The amended Goods
and Services Agreement includes the additional cable and total sales tax costs.
RECOMMENDATION
1. Approve the attached Amendment to the Goods and Services Agreement between
the City of Pleasanton and CT West, Inc. (Attachment 1), to include ATSPM
equipment sales tax and additional power cables for a total contract amount of
$304,500 (increase of $25,492).
2. Authorize the City Manager to execute the Amendment to the Goods and Services
Agreement.
FINANCIAL STATEMENT
The total project cost was originally estimated at $361,900 which includes equipment,
installation cost, and systems engineering cost. The Metropolitan Transportation
Commission (MTC) awarded the City $271,425 in Innovative Deployments to Enhance
Arterials (IDEA) grant funds for this work. The City and MTC entered into a funding
agreement in July 2018 which describes the grant amount, scope of work,
requirements, and responsibilities of the City and MTC, including local match
requirements. A 25 percent local match is required. The Alameda County
Transportation Commission (CTC) will provide 15 percent of the 25 percent local match
through their Transportation Technology Initiative Matching Opportunity fund ($54,285)
and the remaining 10 percent will be funded through the City's signal maintenance
contract account ($36,190).
