These plans shall include coordi- nation of necessary interconnections of the Del Valle Parkway with the Valley Community Church parcel to the north across the Del Valle Parkway and provision for an adequate turn-around at the eastern terminus of the Del Valle Parkway. That the developer dedicate to the City an ease- ment for recreational purposes over the land south of the top of the bank of the Arroyo Del Valle. That the developer submit a building permit survey and a site development plan in accordance with the Survey Ordinance (Article 3, Chapter 3, Title II) and that these plans be approved by the Director of Engineering Services prior to the issuance of a building permit. That the site development plan include all required information to design and construct site grading, paving, and drainage. That the paving sections for the parking and drive areas be designed on the basis of an "R" Value test and Traffic Index to carry the anti- cipated traffic loads. This design shall be subject to the approval of the Director of Engineering Services. The minimum paving section shall be 2 inch A.C. on 5 inch A.B. The minimum A.C. pavement slope shall be 1%. That all utilities required to serve this devel- opment be installed underground. That the developer install street frontage improve- ments per ordinance to the satisfaction of the Director of Engineering Services. These improve- ments shall include, but are not necessarily limited to, grading, curb and gutter, sidewalk, paving, storm drain, sanitary sewer, water facil- ities, street lighting, underground utilities and traffic control devices. 24. That the developer's contractor obtain an encroach- ment permit from the City prior to construction. 25. That thc de~eloper install street trees as required per ordinance. 26. 27. That the emergency phone number of the fire depart- ment be posted near all telephones on the site immediately following the beginning of construction. That the construction site be kept free of fire hazards from the start of construction until final inspection.
