Chick-fil-A experienced a decrease in overall order volume, but a significant increase in
the number of drive-through and mobile orders as many of the patrons that would elect
to walk in and order and sit down to eat were forced to use the drive-through. This
increase of drive-through and mobile app orders increased the vehicle queues with
reports of vehicle queues extending up to a quarter-mile (back to the intersection of
Hopyard and 1-580 Eastbound off ramp).
Despite the unusual situation facing all of the City's restaurants, staff reached out to
Chick-fil-A in May of 2020 requesting further modification to their operation suggesting
re-routing of their traffic from the Owens Drive at Johnson Court driveway to the
Johnson Drive driveway just north of La-Z-boy. Chick-fil-A implemented the new route
(shown below) which included the closure of access from the parking lot for Smart and
Final / BevMo so that both lanes can be used for queue storage. This path allows for
1,000 feet of vehicle storage. If double stacking occurred along the back of the Smart &
Final building the storage within the parking lot would be sufficient to remove vehicles
entirely from the roadway. Staff has been informed that there are some operational and
access problems with double stacking this additional distance (parking space access
and loading dock access).
Chick-Fil-A Routing
l
Chick-
fil-A
OWENS eP
Smart
and Final
BevMo •
•
Cycle X f,
Gear •
y +" atspc o
Si_ Sri
,,► , ..-a-'""-" .. Ms. Campbell explained that, under the DSP, there could be no net loss in
commercial square footage.
Commissioner Balch added that he respected the points of the other Commissioners and felt
the lift was a creative solution. He reiterated there was no parking structure, though money has
been collected for it, and additional parking in downtown was necessary.
