Parks and Recreation Commission Recommendation:
At the January 9, 2020 Parks and Recreation Commission meeting the site attributes
and potential locations were presented to the commissioners. The commissioners voted
5-0 to recommend that City Council explore an all -abilities playground at Ken Mercer
Sports Park. The following feedback was received from the commissioners:
• Pros:
o Ken Mercer Sports Park is a central location and a "crown jewel" of our
community and that an all -abilities playground would be a nice addition
o Ken Mercer has existing features and ample parking close to this
playground
o True inclusion is achieved by adding an all -abilities playground to Ken
Mercer and allowing everyone to utilize this park
o Concerned with the potential timeline for Staples Ranch considering that it
is completely undeveloped
o Concerned about the location of Staples Ranch and felt it was isolated
and concerned about safety and the perception of placing an all -abilities
playground at the edge of town
• Cons:
o Concerned that Ken Mercer could be made into a safe enough space and
meet the needs of the visitors to the playground
o Had questions about adequate parking and wanted to know if additional
handicap spots would be needed
Staff Recommendation.-
While
ecommendation:While Staples Ranch Community Park provides the opportunity and the ability to design
an all -abilities playground without limitations on space, from the ground up, staff agrees
with the recommendation from the Parks and Recreation Commission and recommends
moving forward with a feasibility review and conceptual design for an all -abilities
playground at Ken Mercer Sports Park.
Since 2017, community members have remained in contact with staff regarding the
status of the all -abilities playground project. Some of these same community members
have shared feedback on both locations and are also in support of the Parks and
Recreation Commission's recommendation. The overarching theme of their feedback is
that they would like to see an all -abilities playground as soon as possible in Pleasanton.
Next Steps:
Upon City Council policy direction, staff will distribute a Request for Qualifications for a
consulting firm to assist with the following:
• Review the Ken Mercer Sports Park location to determine the feasibility of an all -
abilities playground, including identifying opportunities and constraints
• Provide conceptual designs that can be vetted with the community and various
committees, commissions, community groups and City Council
• Assist with public outreach
• Identify funding sources and opportunities; and
• Develop an implementation plan and next steps.
