• The possibility of reduced future water supply needs or the ability to offset <br />well supplywith Zone 7 purchases has notyet been determined. <br />2. Self -implemented PFAS treatment planning and design should be based on the <br />following criteria: <br />• Selection of the Low Treatment Goal. This goal better matches the trend of <br />regulations, its selection does not impact capital costs (with the exception that <br />Well 5/6 treatment may not be needed with the High Treatment Goal), and <br />operation and annual costs can be adjusted to meet actual regulatory limits. <br />• Although IX media currently has the lowest life cycle cost, the treatment <br />solution should provide the treatment infrastructure and site spacing that are <br />designed to be able to allow a switch to GAC media. It is important to provide <br />this flexibility since technology is rapidly evolving. <br />• Include space for treatment expansion to address other containments of <br />emerging concern. <br />3. The first phase of a self -implemented PFAS treatment project should be to prepare a <br />basis of design report that: <br />• Selects a preferred location for PFAS treatment (i.e. dedicated at each well <br />site vs. centralized at Well 8) <br />• Defines and coordinates the overall project scope to include rehabilitation of <br />wells facilities to extend their useful life <br />• Outlines the basis for final design including design criteria and scope, <br />preliminary drawings, identification of CEQA and permitting requirements, and <br />establishmentof a construction cost estimate and schedule. <br />• Performs bench testing to confirm media replacement frequencies and life- <br />cycle costs for PFAS treatment <br />• Refines cost estimate information so it can be incorporated into the Water <br />Rate Study to understand financial impacts to customers. <br />Staff recommends that City Council approve an agreement with Carollo Engineers in <br />the amountof $437,374 to prepare the report. The agreement is included as <br />Attachment 3. <br />4. Continue to explore regional solutions and monitor variables that may impactwork <br />plan direction. <br />Advance the City's Water Capacity Evaluation — Efforts related to PFAS <br />include evaluating possible reductions in well capacity needs based on future <br />demand projections and evaluation of modified operational strategies, and <br />technical feasibility to increase Zone 7 supplythrough turnouts and the City's <br />distribution system. <br />Zone 7 PFAS Treatment Efforts — Continue to monitor Zone 7 efforts to treat <br />PFAS including any possibilities for participation in regional treatment <br />facilities. <br />Page 8 of 9 <br />
