Director Clark noted that the draft RHNA number is usually very reliable. It is estimated the Draft <br />Housing Element and EIR to be submitted to the State in Summer 2022 with the City Council <br />reviewing and adopting the new Housing Element by December 2022. <br />Councilmember Narum inquired as to the timing to send the draft Housing Element to the California <br />Department of Housing and Community Development (HCD) to be in compliance, to which Director <br />Clark responded it would be preferable to have the draft Housing Element completed by August. <br />Director Clark concluded her report, noting that staff is requesting City Council provide additional <br />input on project approach and scope of work and direction to proceed with the EPSP update, per <br />the proposed timeline. <br />Councilmember Brown referred to the variance of housing unit numbers provided by the Governor <br />and whether this would impact the City's RHNA numbers and requirements. Director Clark noted <br />the City will have better information over the next few months as items are reviewed at the State <br />level. Councilmember Brown inquired whether the 137 acres are available for rezoning. Director <br />Clark responded additional processes are involved with annexation, although any land can be <br />proposed for annexation at any time. Staff recommends a comprehensive planning process for any <br />proposed annexation. <br />Councilmember Pentin requested clarification regarding the land use process for proposed housing <br />sites. Assistant City Manager Brian Dolan stated the proposed site would have to go through the <br />land use process. <br />Councilmember Brown inquired as to other proposed sites that have been contemplated. Assistant <br />City Manager Dolan stated staff is reviewing sites based upon the City Council's direction to <br />disperse proposed RHNA housing locations throughout the City. He also noted there are still only <br />two BART locations in the City, and Council may have to provide direction regarding new transit <br />hubs. <br />Councilmember Brown referred to the November 19, 2019 report which stated Ponderosa is "taking <br />the lead" and inquired as to who is paying City employees to work on this process. Director Clark <br />clarified employee work on the process is paid through the City's General Fund and consultant <br />services are paid for by the developer. <br />Councilmember Brown inquired whether the proposed site could be utilized for employment and <br />requested information as to some of the consideration points. Director Clark stated all proposed <br />alternatives and options for use of the site will be on the table during the process, including options <br />for commercial/non-residential. Director Clark stated this is a city -driven process. Ponderosa has <br />an interest in the project, however they do not have special standing. <br />Councilmember Pentin inquired as to the intersection of timelines for EPSP and the update to the <br />Housing Element and the distribution of proposed sites throughout the City. He also inquired as to <br />the result of any "dropped" sites. Director Clark stated some of the sites may be dropped from the <br />consideration list due to a lack of development. The HCD has increased the qualification threshold <br />for suitable development sites. Assistant City Manager Dolan reported any proposed sites will <br />depend on criteria developed by HCD and the City may look to propose new sites which had not <br />previously been presented as options. <br />Councilmember Narum requested clarification regarding the General Plan Zoning map as related <br />to the Eastside of Pleasanton, particularly as to the areas zoned "industrial." Director Clark stated <br />a portion of the 137 acres does have "IG" (General Industrial) zoning.
