Accepted public improvements performed by Vintage Contractors, Inc. for the Basketball Court <br />Resurfacing at Meadowlark and Ken Mercer Sports Parks Project, CIP No. 20744, authorized the <br />City Clerk to file a notice of completion; the payment of retention is the amount of $8,059, and the <br />transfer of project balance to the Annual Court Resurfacing Project, CIP No. 21744 <br />7. Adopted and waived full reading of Resolution No. 20-1134 initiating proceedings the formation of <br />a Landscape Maintenance Assessment District to be known as Windsor Landscape Maintenance <br />District 2020-1; adopted and waived full reading of Resolution No. 20-1135 initiating proceedings <br />the formation of a Landscape Maintenance Assessment District to be known as Bonde Ranch <br />Landscape Maintenance District 2020-2 <br />Barry Johnson stated he had received the public notice regarding this item and requested <br />clarification regarding the assessment and understood that property tax items need to be voted on <br />pursuant to Proposition 13. He also noted a consistent deterioration on the landscape maintenance <br />over several years. <br />Mayor Thorne sasked that staff meet with the speaker. <br />City Manager Fialho stated there are seven lighting and landscape districts throughout the City, <br />which were implemented at the time of subdivision. The two subject districts do not generate <br />adequate revenue to support the landscape standards required. This item will start the discussion <br />of what an increase would look like in the future, as any fee requires a vote of the residents in the <br />particular subdivision. This is the first step in engaging with the two affected neighborhoods. He <br />also noted this item is governed by Proposition 218, as any property -related fees of this time be <br />reviewed and approved by the property owners affected. <br />Finance <br />8. Approved amendments to the City's Section 115 Pension Trust Fund Policy Guidelines <br />Operations Services <br />9.
