Commissioner Pace referenced the closure of Main Street and inquired how successful the <br /> re-opening and outdoor dining had been. Chair Ritter responded that Neal Street was going to <br /> be closed so the Haps restaurant could take advantage of outdoor dining. Ms. Clark further <br /> explained the street closure had been very successful, and the City was working on flyers and <br /> messaging around the importance of wearing a mask. Commissioner Pace inquired if there <br /> had been a rise in COVID-19 cases since the County's shelter-in-place restrictions were <br /> loosened. Ms. Clark explained the entire State was experiencing an increase in COVID-19 <br /> cases and the factors were too broad to assign to just the Main Street opening. However, the <br /> larger re-opening of businesses and activities allowed by the State and County, more <br /> generally, did facilitate increased exposures. Chair Ritter explained that only one percent of <br /> people being tested for COVID-19 were positive in March 2020, which had increased to six <br /> percent. <br /> Commissioner Brown asked if the extra State funding was going to be used at a local police <br /> level for mask enforcement. Ms. Clark responded that some funding had been provided for <br /> mask enforcement. Chair Ritter further explained police officers were currently handing out <br /> masks to people who were not wearing them instead of ticketing. <br /> Commissioner Balch inquired about the successfulness of the rental assistance grant for <br /> residents and the loans for businesses. She stated she would have been open to stating ADUs should be <br /> no higher than the primary residence, but she was amenable with the current proposal. <br /> Commissioner Balch stated the ADU would always be a few feet shorter than the primary <br /> residence based on the means of measuring ADUs and primary residences. Ms. Clark <br /> explained staff's decision on the 25-foot height maximum to address Commissioner Allen's <br /> concern about neighborhood uniformity.
