the program, including home-based business, non-profit entities, and professional
services.
The following is a summary of applications received based on business type:
Types of Business Applications Received Number of
Applications
Restaurants 22
Retail 16
Tutoring/Instructional/Recreation 17
Other 14
Personal Services (Spa, Nails, Beauty) 12
Home-based/Virtual/Remote 8
Fitness 6
Daycare/Homecare 3
Hotel 1
Total I 99
Since the approval of Pleasanton's program, City staff's research of other small
business relief programs noted that home-based businesses and non-profit entities
were consistently not eligible. Notably, non-profit entities are eligible for the City's
Housing & Human Services Grant (HHSG) Program which provides financial support for
non-profit, community-based organizations that serve Pleasanton and Tri-Valley
residents. This fiscal year, the City is estimating to provide over $475,000 to projects
and programs; as such, it is not recommended to include non-profit entities in the
business support loan program. Alternatively, based on the Alameda County Reopening
Plan many professional services offices have not been able to open as they fall under
the `offices' classification; as such, it is recommended to add professional services as
an eligible business.
Now, given the slow pace of reopening and input received from business owners and
business organization partners, businesses that have persevered during the initial few
months of Shelter in Place are seeking continued relief. Funds received from federal
and state assistance programs have provided temporary, albeit limited, relief and ability
to rehire employees. To continue the City's interest in supporting the business
community, increasing loan amounts and allowing more participation for companies with
11-25 employees would assist businesses with meeting expenses and retaining staff
until the county and state allow for additional industry sector re-openings.
With little of the initial $3 million allocation currently encumbered, staff has identified two
options for expanding the program's loan amounts to encourage additional applications.
